This activation didn’t happen overnight. The New York State Division of Homeland Security and Emergency Services (DHSES) has been preparing for this historic summer for years. Here is what that preparation looked like:

  • Over 1,000 trainings and exercises conducted with local, state, and federal partners

  • 81 courses organized by the Office of Emergency Management (OEM)

  • 993 locations assessed statewide by the Office of Counter Terrorism (OCT), including stadiums, malls, airports, transit hubs, and universities

  • 240 infrastructure locations assessed across the state

  • Full-scale exercises at major NYC transit venues, including Moynihan Train Hall and Grand Central Terminal

DHSES Commissioner Terry O’Leary underscored the depth of that preparation:

“New York State, in conjunction with our local and federal partners, has been preparing for this historic summer of events and we are ready. Today’s activation is the result of many trainings and exercises conducted over the last couple of years.”

Heat Warning Adds Urgency to EOC Activation

The timing of this announcement is no coincidence. As the state activated the EOC, Governor Hochul simultaneously warned residents about dangerous heat this week, with feels-like temperatures in the high 90s to low 100s forecast for Thursday and Friday. Severe thunderstorms are also possible, with the risk of downed trees, power outages, and localized flooding.

By Saturday, the feels-like temperatures will drop to the high 80s, aligning with the first World Cup match at MetLife Stadium.
