NYC Makes Bold $43.2 Million Coastal Resilience Expansion
Mayor Zohran Mamdani’s plan adds engineers, planners and field crews to protect communities from storm surges and rising seas.

New York City is making a major NYC coastal resilience investment, committing $43.2 million to expand the city bureau responsible for planning, operating and maintaining coastal flood protections. The funding will add 69 employees as the city prepares for stronger storms, rising seas and more frequent flooding.
Mayor Zohran Mamdani and Department of Environmental Protection Commissioner Lisa F. Garcia announced the expansion on July 24. The plan represents a dramatic increase for a Bureau of Coastal Resilience that has operated with only six permanent staff members while borrowing personnel from other DEP divisions.
The new positions will include engineers, city planners, field inspectors, maintenance crews and flood-risk specialists.
“As climate change accelerates, so too must our efforts to protect our communities from flooding and extreme weather,” Mamdani said. “This investment ensures the Bureau can keep pace with the billions of dollars in flood prevention and mitigation infrastructure being built and mobilized in the next few years.”
What is the Bureau of Coastal Resilience?
The Bureau of Coastal Resilience is the city office charged with coordinating the planning, operation and maintenance of New York City’s coastal flood-protection systems.
Its work includes floodwalls, raised land, movable floodgates and other structures intended to reduce the damage caused by storm surges and coastal flooding.
The expanded bureau will oversee a growing portfolio of projects involving numerous city agencies. Those partners include the departments of Parks, Transportation, Buildings, Design and Construction, City Planning and Small Business Services.
The bureau was established in 2023. Until this expansion, its six-person staff had been responsible for coordinating increasingly complex infrastructure across the five boroughs.
The city says the additional employees will provide the in-house expertise needed to keep those systems working long after construction is finished.
Where the $43.2 million will go
The Mamdani administration is placing $43.2 million across the city’s financial plan, including $10.6 million in the current fiscal year.
The funding will support:
- 69 additional bureau employees
- Engineers and flood-risk specialists
- Field inspection and maintenance crews
- City planners and project coordinators
- Studies of long-term coastal threats
- A protection roadmap for New York City’s entire 520-mile shoreline
The last item is especially important. New York City’s waterfront includes residential neighborhoods, business districts, transportation facilities, parks and critical public infrastructure.
A single approach will not work for every community. A dense area of Lower Manhattan, for example, presents different engineering and community needs than neighborhoods in Staten Island, Brooklyn or Queens.
Hurricane Sandy remains a warning
The need for stronger NYC coastal resilience became undeniable after Hurricane Sandy struck in 2012.
According to the city, Sandy killed 44 New Yorkers and caused nearly $19 billion in damage. The disaster flooded homes, knocked out power, damaged transportation systems and revealed how exposed many waterfront communities were to storm surge.
The city now reports that approximately 440,000 residents, 14,500 businesses and $250 billion in property value are located within New York City’s 100-year floodplain.
A “100-year floodplain” does not mean flooding will happen only once every century. It describes an area with a 1% chance of flooding in any given year. That risk can occur repeatedly, and changing climate conditions can alter the level of danger.
The scale of exposure means flood protection is not simply an environmental issue. It is also a public-safety, housing, transportation and economic concern.
East Side project will protect more than 110,000 people
The bureau currently has 15 active infrastructure projects in its portfolio.
The largest is the $1.45 billion East Side Coastal Resiliency project. The system uses raised parkland, floodwalls and 18 swinging or sliding gates to form a continuous line of protection along part of Manhattan’s East Side.
City officials say the system is expected to come online in 2027 and protect more than 110,000 people on the Lower East Side. That population includes approximately 28,000 public-housing residents.
The project is also rebuilding and improving waterfront park space. This reflects a wider strategy in which flood-control infrastructure can serve neighborhoods during ordinary days, rather than remaining hidden or inaccessible until a storm arrives.
Information about the project’s construction and community planning is available through the city’s East Side Coastal Resiliency program.
More coastal systems are approaching completion
Several other flood-protection systems are expected to become operational over the next four years. They include:
- Brooklyn Bridge-Montgomery Coastal Resilience
- Seaport Coastal Resilience
- Red Hook Coastal Resiliency
- Additional phases of Battery Coastal Resilience
The city completed the first phase of the $200 million Battery Coastal Resilience project in June. The project is intended to protect Lower Manhattan while preserving public access to the waterfront.
These systems cannot be treated as one-time construction projects. Floodgates must be tested, walls must be inspected and mechanical equipment must be maintained. Workers also need training so systems can be activated quickly when severe weather approaches.
“For a family, a flooded home means a repair bill they can’t afford and an insurance premium that spikes,” Chief Climate Officer Louise Yeung said. “By funding the Bureau of Coastal Resilience, the City will have the in-house engineering, planning and capacity to build, operate and maintain our flood protection systems now and into the future.”
Coastal flooding is only part of the threat
Coastal storm surge and inland rainfall flooding are related but different threats.
Storm surge occurs when winds push ocean water toward land. Inland flooding can happen when intense rain overwhelms streets, sewers and drainage systems—even far from the shoreline.
That distinction matters because coastal barriers alone cannot prevent every flooded basement or water-covered street.
The administration has also committed $108 million to improve sewer performance by upgrading or replacing thousands of catch basins. Another $95 million is directed toward flood-prone sections of Homecrest, Brooklyn.
Together, those projects attempt to address flooding from both directions: water coming from the coastline and rain falling inside the city.
Support comes with questions about execution
Environmental organizations, labor advocates and city officials welcomed the bureau’s expansion.
Waterfront Alliance President and CEO Julie Raskin called the new funding “an important step” toward giving the bureau enough resources to protect the city’s coastline. Riverkeeper President Tracy Brown said resilient shorelines and healthy waterways should be pursued together.
The central question will be whether the city can hire specialized workers quickly and coordinate projects across many agencies without unnecessary delays or cost increases.
Large infrastructure projects often face complicated permitting, construction and community-consultation requirements. Residents may also disagree over how floodwalls, raised parks or street changes affect waterfront access and neighborhood life.
Those concerns should receive serious attention. But they do not erase the risk of waiting. Flood-protection plans work best when residents help shape them before designs and construction decisions become final.
Preparedness must reach vulnerable communities
The strongest NYC coastal resilience program will be measured not only by how many walls or gates are built, but by whom they protect.
Low-income residents, public-housing tenants, older adults, people with disabilities and households without reliable transportation can face greater difficulty evacuating or recovering from a disaster. These communities must have meaningful input during project planning.
Public information should also be accessible in multiple languages and formats. Emergency plans must account for residents who need mobility assistance, electricity for medical devices or other specialized support.
Protecting valuable real estate is important. Protecting people who have the fewest resources to recover must remain the priority.
A necessary investment in New York’s future
New York City cannot prevent severe storms, but it can reduce the damage they cause.
The $43.2 million expansion gives the Bureau of Coastal Resilience the staffing needed to manage projects that are already costing billions of dollars. Hiring 69 workers will not solve every climate threat, but it addresses an obvious weakness: major flood systems cannot operate safely without enough trained people to inspect, maintain and deploy them.
New Yorkers should follow how the positions are filled, how quickly projects move forward and whether the most vulnerable neighborhoods receive fair protection.
Residents can also review their flood risk, sign up for emergency alerts and participate in public meetings about projects planned for their communities. Coastal protection is not merely a construction challenge. It is a long-term commitment to keeping New York livable, safe and prepared.
