New studies from London and New York City offer encouraging evidence that cutting traffic and fossil-fuel pollution can produce measurable health gains for children.

Growing up around air pollution can harm a child’s lungs and developing brain, but new research offers an encouraging finding: some of that harm may improve when the air gets cleaner. Studies in London and New York City found better lung growth and stronger early cognitive scores as children’s exposure to harmful pollutants declined.

The findings matter because children are especially vulnerable to dirty air. Their lungs and brains are still developing, they breathe more rapidly than adults, and exposure can begin before birth. The World Health Organization has reported that air pollution can damage lung function and neurodevelopment in children.

Implementing effective clean air policies can lead to substantial health improvements for children’s lungs and brains.

Cleaner Air Helped London Children’s Lungs Grow

One of the strongest examples comes from London.

Researchers followed thousands of children for five years as the city introduced its Ultra Low Emission Zone, known as ULEZ. The program, first implemented in central London in 2019 and later expanded, charges drivers of vehicles that fail to meet certain emissions standards.

Researchers compared children in London with children living in Luton, a town roughly 30 miles away.

Before the policy took effect, London children had significantly smaller lungs than the children in Luton. Over the study period, however, nitrogen dioxide exposure among London children fell more than twice as much and twice as quickly as it did among the comparison group.

Their lungs responded.

By the end of the five-year study, lung measurements among the London and Luton children were comparable, according to Imperial College London. The percentage of children with clinically impaired lung function also declined.

Researchers said the improvement was strongly associated with cleaner air following the introduction of ULEZ.

Helen Wood, a research fellow at Queen Mary University of London and one of the researchers, summed up the importance of the findings:

“We’ve seen the damage that air pollution can do, but we’ve shown that it’s not permanent.”

Her message was simple: “Look what we can do if we make the air cleaner.”

Why Lung Growth Matters

Children’s lungs continue developing as they grow. When pollution interferes with that process, the consequences can stretch into adulthood.

Researchers measure lung function in part using FEV1, which tracks how much air a person can forcefully exhale in one second after taking a deep breath. Reduced lung growth during childhood can leave a person with less respiratory capacity later in life.

The London findings are especially important because they suggest that improving air quality may do more than prevent future damage. It may allow some children already affected by pollution to recover.

Earlier research has pointed in the same direction. A landmark California study published in 2001 found improved lung growth among children who moved to communities with cleaner air.

That gives the London results greater significance. They are not an isolated observation.

New York City Study Finds Gains in Children’s Cognitive Development

A second study examined a different question: Can cleaner air help developing brains?

Researchers at Columbia University’s Mailman School of Public Health examined more than 1,000 mother-child pairs participating in long-term New York City studies between 1998 and 2020.

They analyzed prenatal exposure to three major pollutants:

  • Fine particulate matter, known as PM2.5
  • Nitrogen dioxide, or NO2
  • Polycyclic aromatic hydrocarbons, or PAHs

These pollutants are associated with traffic, fossil-fuel combustion and other sources.

Over the study period, prenatal exposure to all three declined significantly. Meanwhile, children’s cognitive test scores showed an upward trend. Researchers assessed children at ages 1, 2 and 3 using standardized measures of early mental development.

Across the combined study groups, higher pollution exposure was significantly associated with lower cognitive scores.

The researchers concluded that the period with the largest reductions in pollution was also associated with improvements in children’s cognitive test performance.

Lead author Frederica Perera said the findings provide new evidence that policies reducing fossil-fuel emissions can benefit developing brains.

What Changed in New York City?

The Columbia researchers examined children across a period when New York City and other levels of government adopted several policies designed to reduce air pollution.

Measures included efforts to:

  • Reduce emissions from buses and other public transportation
  • Cut pollution from taxis and other vehicles
  • Replace highly polluting heating fuels
  • Improve building energy standards
  • Reduce emissions from fossil-fuel combustion

The study did not claim that one individual law caused the improvement in cognitive scores. Instead, researchers examined declining pollution exposures that previous work had linked to clean-air and climate policies.

That distinction is important.

Researchers adjusted their findings for factors including maternal age, education and household smoking, but acknowledged that other changes occurring in neighborhoods or families could have influenced childhood development.

The evidence therefore shows a strong association, not proof that every improvement resulted solely from air-quality policy.

Still, when combined with decades of research showing that pollution harms developing lungs and brains, the results add meaningful evidence that reducing pollution brings public-health benefits.

Why Children Face Greater Risks From Air Pollution

Children are not simply smaller adults.

Their bodies are developing rapidly, and that makes exposure during childhood particularly important.

The World Health Organization says children breathe more rapidly than adults, potentially taking in more pollutants relative to their body size. Their developing respiratory and nervous systems are also more vulnerable to environmental exposures.

Pollution can begin affecting children even before birth.

WHO research has linked air pollution exposure during pregnancy with premature birth and low birth weight. Air pollution has also been associated with reduced lung function, asthma and impaired neurodevelopment.

The scale of exposure is enormous.

WHO estimated in 2018 that about 93 percent of children under age 15 worldwide, approximately 1.8 billion children at the time, were exposed to fine-particle pollution above its air-quality guidelines.

That figure helps explain why air quality is not simply an environmental issue. It is a children’s health issue.

Cleaner Air Is Also an Environmental Justice Issue

Air pollution does not fall equally across communities.

Families living close to highways, industrial sites, warehouses and other sources of emissions can face heavier exposure than people living in cleaner neighborhoods.

Children have little control over where their families can afford to live, where their schools are located or how much traffic passes their homes.

That turns decisions about transportation, zoning, housing and energy into public-health decisions as well.

Cleaner buses, lower-emission vehicles, cleaner heating systems and better building standards may sound like technical environmental policies. The London and New York studies show what those policies can mean in human terms.

They can mean a child breathing more easily.

They can mean a developing brain being exposed to fewer toxic pollutants.

And they can potentially mean fewer health problems following children into adulthood.

Clean-Air Rules Still Require Debate and Careful Design

Pollution-control policies can carry costs.

London’s ULEZ, for example, requires owners of vehicles that fail to meet emissions requirements to pay a daily charge when driving within the zone. Such programs have generated criticism from motorists and others concerned about the financial effect on people who cannot easily afford newer vehicles.

Those concerns deserve serious consideration.

Governments can reduce those burdens through assistance programs, public transportation investments and carefully designed exemptions. But the emerging health evidence also deserves a place in the debate.

A complete accounting of clean-air policy should consider not only what regulations cost, but also what pollution costs families and communities.

The Evidence Offers a Reason for Hope

For years, research has documented what dirty air can do to children. The newest studies ask another question: What happens when governments successfully reduce pollution?

The answer is encouraging.

London children showed improved lung growth as traffic-related pollution fell. New York City children showed improving cognitive scores over decades in which prenatal exposure to several pollutants declined.

Neither study means every health problem caused by air pollution can be reversed. Nor does either study settle every debate over environmental regulation.

What they do show is that cleaner air can produce benefits that are measurable in children’s bodies and development.

That should matter when communities debate transportation systems, building standards, energy policy and pollution controls.

Clean air may sometimes be discussed as an abstract environmental goal. For families, it is far more immediate.

It is the air children breathe on playgrounds, outside schools, along neighborhood streets and inside their homes.

The evidence increasingly suggests that protecting that air is an investment in children’s futures.
