UTICA, NY – Just months after having the central station dedicated to him, a former Utica Fire Department Chief has passed away. Chief Russell Brooks, who served the Utica Fire Department from 1975 until his retirement in 2018, passed away on Monday, June 3. During his tenure with the Fire Department, Brooks is credited with founding the Utica Fire Academy, as well as the city’s ambulance service.

Chief Russell Brooks began his journey in Utica, where he would leave an indelible mark. His passion for public service and commitment to protecting his community led him to join the fire service. Throughout his career, Chief Brooks demonstrated exceptional leadership and a tireless commitment to improving the lives of those in his community.

Founding the Utica Fire Academy

One of Chief Brooks’ most significant contributions was the founding of the Utica Fire Academy. This institution has trained countless firefighters, equipping them with the skills and knowledge necessary to protect and serve. Under his guidance, the academy became a cornerstone of fire service education, not only in Utica but throughout the region.

Establishing EMS Services for Utica

Chief Brooks’ vision extended beyond firefighting. Recognizing the need for comprehensive emergency medical services (EMS) in Utica, he was instrumental in establishing EMS services for the city. His efforts ensured that Utica’s residents had access to timely and effective medical care in emergencies, significantly improving public safety.

A Mentor and Leader

Throughout his career, Chief Brooks was a mentor to many, providing guidance and support to those entering the fire service. His leadership style was characterized by his dedication, faith, and a deep sense of responsibility. Assemblywoman Marianne Buttenschon reflected on his impact, stating, “I am deeply saddened by the loss of my dear friend and colleague, Chief Russell Brooks. Chief Brooks was a true leader in the fire service, the founder of the Utica Fire Academy, established EMS services for the City of Utica, and was a true mentor for so many in our community and in the fire service, including myself. He also utilized his dedicated faith in God to guide him every day. My family and I express our deepest sympathy to his devoted wife, Marianne, the entire Brooks family, his fire service family, and the members of the numerous community organizations that the chief served with. As the chief always would say, Front and Center! Chief, you will always be remembered and respected.”

A Community in Mourning

The passing of Chief Russell Brooks is a profound loss for Utica. Utica Mayor Michael Galime expressed his condolences, saying, “I am deeply saddened by the news of the passing of Chief Brooks. The administration’s thoughts and prayers are with his family, as well as the members of the Utica Bureau of Fire. I’m confident in saying that the countless community members that have worked with him throughout his career and personal life are also with us in these statements.” Mayor Galime emphasized Brooks’ dedication to the residents of Utica and his commitment to making the Utica Fire Department one of the best in the country.

Health Issues Linked to 9/11

Brooks was an assistant fire chief at the department in 2001 when he and 11 other Utica firefighters were called to New York City on September 11 to provide a special camera manufactured in Utica for searching the rubble. A few years later, Brooks developed a form of cancer, chronic lymphocytic leukemia (CLL), which he believed was linked to his 9/11 service. His illness was certified as a World Trade Center-related condition by the federal World Trade Center Health Program.

Legacy and Dedication

In December of last year, the fire department renamed the central station on Bleecker Street after Chief Brooks, a testament to his lasting impact on the community. Current Utica Fire Department Chief Scott Ingersoll praised Brooks, stating, “Chief Brooks had a larger-than-life personality, and guided us through innovation, modernization, and ensuring the future of our department, especially with credit to the fire academy and ambulance service.”

Senator Joe Griffo also paid tribute to Chief Brooks, saying, “I am deeply saddened by the passing of former Utica Fire Chief Russell Brooks. Russ was a respected and accomplished leader and first responder, a passionate and committed community advocate who prioritized giving back and helping those in need, and a hero who admirably and bravely served his hometown of Utica and his nation as a U.S. Marine.”

Survived by Family

Chief Brooks is survived by his wife, Marianne, and his four sons, Patrick, Michael, John, and Matthew. The city of Utica and the broader fire service community express their deepest condolences to the Brooks family. His legacy of service and leadership will forever be remembered.
