Oneida County Launches Veterans Capital Restoration Matching Grant Program

Our local veterans posts have stood as quiet anchors in central New York for generations. They are gathering places where stories of service are preserved, family milestones are celebrated, and military families find a community that understands their sacrifice. But time takes its toll on aging infrastructure. Today, Oneida County is stepping up to ensure these vital spaces remain strong, accessible, and operational for decades to come through the newly launched Veterans Capital Restoration Matching Grant Program.
County Executive Anthony J. Picente Jr. announced that applications are officially open for this countywide initiative. First introduced during his 2026 State of the County Address, the matching grant initiative provides direct financial reimbursement to local posts undertaking major repairs, accessibility upgrades, and facility modernizations.
Restoring the Pillars of Our Community
For veterans returning to civilian life, local charter posts offer more than hot meals or weekly meetings; they deliver belonging, mental health support, and civic pride. Yet many posts in Utica, Rome, and rural Oneida County operate on tight budgets, leaving critical structural maintenance on the back burner.
The new initiative directly addresses this backlog by matching local capital investment dollar-for-dollar.

This program will help ensure that these facilities are preserved and remain strong for future generations.”
Program Details and Award Structure
The county designed this grant to deliver quick, practical financial relief to organizations maintaining physical locations.

Grant Amounts: Funding ranges from $2,500 to $5,000 per applicant per funding round.

Reimbursement Rate: Up to 50 percent of total eligible project costs upon successful completion and verification.

Match Flexibility: The required 50 percent match does not need to be pure cash. Matching contributions can include cash, donated building materials, documented professional trade services, volunteer labor, other grants, or alternative verified funding sources.
Eligible Organizations
To apply for funding, organizations must meet specific criteria:

Must be a chartered American Legion Post, Veterans of Foreign Wars (VFW) Post, or an approved recognized veterans group in Oneida County.

Must be physically located within Oneida County borders.

Must own the facility or maintain documented long-term property control.

Must remain in good standing with their parent state or national organization.
What Projects Are Covered?
The funding targets long-term physical infrastructure rather than temporary operational overhead. Eligible restoration efforts include:

Building Envelope & Structural: Roof repairs or complete replacements, window and door upgrades, exterior masonry restoration, structural stabilization, and emergency building code corrections.

Systems & Efficiency: Heating, ventilation, air-conditioning (HVAC) systems, electrical wiring updates, plumbing overhauls, and general energy-efficiency modifications.

Accessibility & Safety: Americans with Disabilities Act (ADA) entrance ramps and bathroom retrofits, emergency repairs, and parking lot paving.

Interior Modernization: Kitchen and bathroom rehabilitation to enhance community-use spaces.
Note: Projects that began construction prior to July 1, 2026, do not qualify for reimbursement.
Balancing Needs and Priorities
While some might question whether awards capped at $5,000 provide enough leverage for massive commercial renovations, the structured match design intentionally targets high-impact, immediate repairs. By allowing volunteer labor and donated materials to count toward the matching requirement, the county lowers the barrier for smaller rural posts that lack deep cash reserves but possess strong community support.
Applications are processed on a rolling basis until available program funds are exhausted. Reviewers give explicit preference to projects that:

Preserve aging or historically significant buildings.

Modernize ADA accessibility for aging veterans.

Enhance spaces utilized heavily for public or community events.
How to Apply
To apply for the Veterans Capital Restoration Matching Grant Program, organizations must compile a complete application package including project descriptions, contractor estimates or vendor quotes, photographs showing current building conditions, facility-control documentation, verified matching source details, and official board authorization.
