AFTON, N.Y. — New York State Police are asking the public to help identify possible additional victims after investigators charged a 21-year-old Afton man who they allege posed as a 15- or 16-year-old while communicating with minors.
State Police said investigators have identified at least one victim but believe other young people may have had contact with Christian Carolan, 21, of Afton. The agency released information about the Afton State Police investigation on Oct. 2 and is asking anyone who believes they interacted with Carolan, or who has information about his interactions with minors, to contact investigators.
The allegations are serious, but they remain allegations. Carolan is presumed innocent unless and until proven guilty in court.
What State Police say happened
According to State Police, the Bureau of Criminal Investigation at Sidney determined during its investigation that Carolan represented himself as being 15 or 16 while interacting with minors. Police allege that he had sexual relations with a teenage victim younger than 13 and that, during at least one encounter, the victim was forced to perform sexual acts.
Investigators made contact with Carolan at an Afton residence on Oct. 1, police said. When investigators told him he was being placed under arrest, police allege that he resisted. State Police also said he later kicked an investigator’s vehicle and damaged it.
Charges announced by State Police
State Police said Carolan was charged with three counts of first-degree rape, a Class B felony; endangering the welfare of a child, a misdemeanor; resisting arrest, a misdemeanor; and third-degree criminal mischief, a Class E felony.
After processing at the State Police barracks in Sidney, Carolan was transported to the Chenango County Jail for centralized arraignment. Police said he was remanded to the jail with bail set at $40,000 cash, an $80,000 insurance company bail bond, or a $120,000 partially secured bond.
The filing of charges is not evidence of guilt. The prosecution would have to prove the charges in court.
Investigators believe there may be additional victims
The State Police announcement places special emphasis on locating people who may have had contact with Carolan while he was allegedly presenting himself as a teenager. Investigators released his photograph because they believe it could help people recognize him and determine whether they had previous contact with him.
Police did not say how many additional possible victims they are seeking or identify the platforms through which the alleged communications took place. The agency said only that investigators believe there may be additional victims.

The State Police release does not provide a full timeline for the alleged communications or encounters. It also does not identify how investigators first became aware of the case, whether additional charges are anticipated, or whether investigators believe Carolan used more than one identity.
Those unanswered questions are important as the investigation continues. State Police described the case as ongoing and said their immediate goal in releasing the information is to reach anyone who may have had relevant contact with Carolan.
The case is being handled by the New York State Police Bureau of Criminal Investigation at Sidney, part of Troop C. Troop C covers a broad section of the Southern Tier and Central New York.
