FBI Philadelphia Shines Light on Transnational Repression: What You Need to Know
The Growing Threat of Foreign Governments Reaching Across Borders
The FBI’s Philadelphia Field Office has launched a critical awareness campaign addressing a concerning but often overlooked threat: transnational repression. This practice, defined as foreign governments breaching national borders through physical or digital means to silence, intimidate, or threaten dissidents and minority communities, represents a direct assault on American sovereignty and values.
“Transnational repression is fundamentally an attack on American democracy,” said an FBI Philadelphia spokesperson. “When foreign governments target individuals on U.S. soil for exercising rights guaranteed by our Constitution, they’re not just harassing those individuals—they’re challenging the very principles that define our nation.”
What Exactly Is Transnational Repression?
Transnational repression occurs when authoritarian regimes extend their reach beyond their borders to control, silence, or punish those who have fled their countries. The FBI defines it specifically as a foreign government’s breach of national borders—whether physically or digitally—to target exiles, dissidents, and members of religious or ethnic minority communities.
These campaigns of harassment can take many forms:
- Physical surveillance and stalking
- Online harassment and digital intrusion
- Threats against family members still living in the home country
- Malicious use of international policing mechanisms
- Deployment of private investigators to track targets
- In extreme cases, kidnapping attempts or assassination plots
An “Inflection Point” in Authoritarian Tactics
According to senior FBI officials, we’ve reached what they describe as an “inflection point” in how authoritarian regimes are pursuing their critics abroad. The tactics have become increasingly brazen and sophisticated, with countries like China and Iran leading particularly aggressive campaigns.
“We are really trying to emphasize this moment in time because… we have really seen an inflection point in the tactics and tools and the level of risk and the level of threat that has changed over the past few years,” a senior FBI counterintelligence official noted in a recent statement.
Recent Cases Highlight the Danger
The Justice Department has unveiled several alarming cases that illustrate the reality of this threat:
- Chinese security officials allegedly established a “police station” in New York City used to spy on and intimidate Chinese dissidents
- Iranian agents were charged in a murder-for-hire plot targeting Iranian American journalist Masih Alinejad
- Foreign governments have increasingly utilized private investigators inside the U.S. to conduct surveillance on critics
“A lot of these are new tactics and lines that are being crossed that we have not seen China and Iran do on U.S. soil in previous investigations,” an FBI official explained.
Philadelphia’s Vulnerable Communities
The Philadelphia region, with its diverse immigrant communities and proximity to major political and educational centers, has not been immune to these threats. The FBI Philadelphia Field Office’s campaign aims to reach vulnerable populations who may not realize they’re being targeted or may be hesitant to report such activities.
“Many victims of transnational repression come from countries where government authorities cannot be trusted,” explained a community advocate working with the FBI on this initiative. “There’s often a reluctance to engage with law enforcement, even here in the U.S., which is exactly what these foreign regimes count on.”
How to Recognize Transnational Repression
The FBI wants community members to be aware of potential warning signs that they may be targets of transnational repression:
- Unexpected contact from officials or representatives of your home country
- Unusual surveillance or feeling that you’re being followed
- Suspicious activity around your home, workplace, or community centers
- Threats or harassment related to your political views or activism
- Pressure to return to your home country
- Unexpected difficulties with immigration status
- Family members in your home country facing sudden harassment or detention
The Broader Struggle Between Democracy and Authoritarianism
FBI officials frame this issue within a larger global context, describing it as “part of the struggle between democracy and authoritarianism that has increased over the last few years.” When foreign governments attempt to extend their repressive practices onto American soil, they directly challenge U.S. sovereignty and constitutional protections.
This campaign comes at a time when authoritarian regimes worldwide are becoming more aggressive in silencing critics, both at home and abroad. The tactics represent not just a threat to individual safety but to the fundamental principles of free expression that define democratic societies.

The FBI has also published a Threat Intimidation Guide available in over 60 languages to help potential victims understand the types of threats they might experience and appropriate responses.
A Call to Community Vigilance
“This isn’t just a law enforcement issue—it’s a community issue,” emphasized the FBI Philadelphia spokesperson. “We need the public’s help to identify and address these threats. By working together, we can protect both individual rights and our national security.”
The FBI’s campaign represents an important step in addressing a complex threat that operates in the shadows. By bringing transnational repression into the light, authorities hope to disrupt these operations and provide protection to vulnerable communities.
For those concerned about potential surveillance or harassment, the Cybersecurity and Infrastructure Security Agency (CISA) has also provided tools to mitigate risks associated with transnational repression, including personal safety best practices.
As we face this growing challenge to our democratic values, awareness and reporting remain our strongest defenses against foreign governments that seek to extend their repressive reach onto American soil.
