A Cohoes passenger and a Schenectady driver face different charges after an Oct. 10 traffic stop in Greene County.

A traffic stop on the New York State Thruway in Catskill, specifically at a Catskill Thruway stop, led to two arrests after troopers reported finding a loaded handgun and signs that the driver was impaired.

New York State Police identified the passenger as Devin Francis Holly, 25, of Cohoes, and the driver as Kip E. Asmus, 44, of Schenectady. The arrests occurred Oct. 10, 2026, according to the agency’s Oct. 16 news release.

Police describe a northbound traffic stop

Troopers from the Kingston barracks stopped a 2015 GMC pickup shortly before 9 p.m. after observing vehicle and traffic law violations on northbound Interstate 87, police said.

During the investigation, troopers found a loaded .45-caliber handgun. Police identified Holly as its owner and said he did not have a New York State pistol permit.

Asmus showed signs of impairment and failed standardized field sobriety tests, according to police. The release reported his blood alcohol concentration as 0.14%.

Both men were taken to the State Police barracks in Catskill for processing.

Passenger faces two felony charges

State Police listed the charges against Holly as:

  • Second-degree criminal possession of a weapon involving a loaded firearm, a felony.
  • Criminal possession of a firearm, a felony.

Holly was arraigned in Catskill Town Court and sent to Greene County Jail with bail set at $3,500 cash, a $7,000 bond or a $15,000 partially secured bond, police said. His next court date is Nov. 12, 2026.

Driver released with a November court date

Asmus was charged with misdemeanor driving while intoxicated, first offense, and misdemeanor operating a motor vehicle with a blood alcohol concentration of 0.08% or higher, first offense. Police also reported vehicle and traffic law violations.

Asmus was released and is scheduled to appear in Catskill Town Court on Nov. 19, 2026, according to the release.

The charges are allegations. Both men are presumed innocent unless proven guilty in court.
