New York State Police Arrest Two in Major Firearms and Animal Cruelty Investigation

The New York State Police, in collaboration with multiple law enforcement agencies, executed search warrants on March 18, 2025, resulting in the arrest of two individuals and the seizure of 33 firearms, ammunition, and other contraband.
The investigation began on February 24, 2025, when Troopers assigned to SP Watertown discovered that Guy J. Plumb was in possession of an illegal revolver. Further investigation by the Counter Terrorism Intelligence Unit (CTIU)-North determined that Plumb did not possess a valid New York State Pistol Permit.
Members of the Troop D Community Stabilization Unit (CSU) conducted follow-up interviews and gathered additional intelligence, which indicated that both Plumb and his father, Timothy D. Plumb, were in possession of illegal firearms without proper permits.
Search warrants were executed at two locations with the assistance of Troop D VGNET Syracuse/Utica, CTIU-North, Troop D-Zone 3 BCI, Troop D-Zone 3 Uniform Patrol, the Jefferson County Sheriff’s Department, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF).
Seized Items:
46381 Barnes Settlement Road:
- Multiple boxes of dangerous fireworks.
- Two Kung Fu stars.
- Numerous rounds of ammunition in various calibers.
- Three long guns.
- Two deceased canines were intentionally shot and killed by Guy Plumb, as determined by the investigation.
24480 Swan Hollow Road:
- .22 caliber converted assault weapon (semi-automatic rifle with a detachable magazine, pistol grip, and collapsible buttstock).
- Eight long guns.
- Numerous rounds of ammunition.
25955 State Route 26:
- 5 loaded revolvers, 1 pistol.
- Numerous rounds of ammunition.
- Fifteen long guns.
Arrests and Charges:
Guy J. Plumb, age 28 from Redwood, NY was arrested and charged with:
- Criminal Sale of a Firearm 2nd, – Class C Felony.
- Criminal Possession of a Firearm (2 counts) – Class E Felony.
- Criminal Sale of a Semiautomatic Rifle – Class E Felony.
- Criminal Possession of a Weapon 4th – Class A Misdemeanor.
- Conspiracy 5th – Class A Misdemeanor.
- Unlawful Dealing with Fireworks and Dangerous Fireworks – Violation.
- Aggravated Cruelty to Animals (2 counts) – Class E Felony.
Timothy D. Plumb, age 52 from Plessis, NY was arrested and charged with:
- Criminal Possession of a Weapon 2nd (7 counts) – Class C Felony.
- Criminal Possession of a Firearm (6 counts) – Class E Felony.
Both individuals were transported to the Jefferson County Public Safety Building for centralized arraignment.
This case was conducted in conjunction with the ATF and the Jefferson County Sheriff’s Department. A necropsy on the deceased canines will be conducted at a later date. The New York State Police Community Stabilization Unit remains committed to investigating narcotics, firearms, and human trafficking offenses.
New York State Police Investigate Assault and Underage Drinking Party in Wayland
The New York State Police at SP Wayland have arrested multiple individuals following an investigation into an assault and underage drinking party that took place at a residence in the town of Wayland, Steuben County.
On March 15, 2025, troopers responded to SP Wayland after receiving a complaint from the victim, accompanied by her legal guardian. The victim reported being assaulted by multiple individuals at an underage drinking party held at 2478 County Route 50, Wayland, NY.
Through interviews and video evidence provided by the victim, the following individuals were identified as participants in the assault:
- 17-year-old female
- 17-year-old female
- 15-year-old female
- 17-year-old female
- Nickayla Wise, age 18, of Wayland, NY
The investigation revealed that the altercation stemmed from an ongoing personal dispute between the victim and a 17-year-old female. The video evidence showed a 17-year-old female initiating the assault, followed by three other juveniles and Wise engaging in the attack. Statements from the suspects confirmed their involvement.
On March 16, 2025, all five suspects, accompanied by their parents, responded to SP Wayland, where they were arrested for Assault 3rd (A Misdemeanor) and processed. Each was issued a Family Court Appearance Ticket returnable to Steuben County Family Court on March 25, 2025, at 10:00 a.m. Wise was additionally charged with Endangering the Welfare of a Child (A Misdemeanor) and was issued an Appearance Ticket for Wayland Town Court on April 2, 2025, at 11:00 a.m.
Further investigation led to the identification of Dylan James McDonald, age 19, of Wayland, NY, as the host of the underage drinking party. McDonald was charged with:
- Steuben County Local Law – Social Host Section 5, Subdivision 4
- Unlawful Dealing with a Child 1st (A Misdemeanor)
McDonald was processed at SP Wayland. He is scheduled to appear in Wayland Town Court on April 9, 2025, at 11:00 a.m.
State Police investigate Fort Ann death
On March 18, 2025, State Police responded to the reports of a logging accident in the area of State Route 149 in Fort Ann, NY.
On March 18, 2025, at about 4:30 p.m., Troopers responded to the reports of a logging accident near State Route 149 in Fort Ann, NY. Leslie H. Saltsman, 76, of Fort Ann, NY, was located more than a half mile from the roadway in a wooded area under a downed tree. Mr. Saltsman sustained severe crushing injuries and was declared deceased at the scene.
The investigation is ongoing, but the death does not appear suspicious.
Troopers respond to head-on crash in Otsego County
On March 19, 2025, at approximately 6:00 a.m., New York State Police at Oneonta were dispatched by the Otsego 911 Center to a two-vehicle collision on State Highway 28 in the town of Milford. One driver was later pronounced deceased at a local hospital.
Troopers responded to the 3000-block of State Highway 28 for a head-on crash between a Toyota Corolla and a Subaru Forester. Members of the Otsego Fire Department were already on scene providing aid to both drivers, there were no other occupants in the vehicles. Each driver was transported to Bassett Medical. The operator of the Toyota Corolla was pronounced deceased at the hospital.
The investigation continues.

New York State Police Conduct Underage Drinking Initiative in Putnam County
On March 18, 2025, the New York State Police at SP Brewster conducted an Underage Drinking Initiative (UDI) at 16 retail locations across Putnam County. This operation is part of the State Police’s ongoing efforts to ensure compliance with the New York State Alcohol and Beverage Control Law and prevent the sale of alcohol to individuals under the legal drinking age.
As a result of this initiative, two clerks were arrested for unlawfully selling alcohol to an underage individual. The following individuals have been charged with violations of the State Alcohol and Beverage Control Law:

State Police arrest Albany man following stolen vehicle investigation
On March 18, 2025, State Police of Latham, with the assistance of the New York City Police Department, arrested Patrick M. Aine, 25, of Albany, NY, for Grand Larceny in the third degree.
On March 16, 2025, at about 11:10 a.m. Troopers received the report of a stolen vehicle. The investigation determined Aine allegedly stole the vehicle from Colonie, NY earlier that day. The New York City Police Department located the vehicle being operated by Aine on E 5th Street in Brooklyn, NY, and stopped it. Aine and two adult passengers were taken into custody for being in possession of the stolen vehicle, and the vehicle was seized.
Aine was turned over to the New York State Police on March 18, 2025, and transported to SP Latham for processing. He was arraigned at the Colonie Town Court, where he was released on his own recognizance.
State Police arrest Albany man for possessing Child Pornography
On March 19, 2025, State Police of Latham, with the assistance of the Troop G Computer Crimes Unit, the Internet Crimes Against Children Taskforce, and the U.S. Department of Homeland Security, arrested Jay C. Cordero, 61, of Albany, NY, for Possessing a Sexual Performance by a Child, a class “E” felony.
Cordero is accused of possessing images consistent with child sexual exploitation. His arrest followed an investigation and the execution of a search warrant at his Albany, NY, residence on March 19, 2025. The investigation stemmed from a cyber tip from the National Center for Missing and Exploited Children (NCMEC).
Cordero was transported to SP Latham, where he was arrested and processed. He was issued an appearance ticket returnable to the Albany City Court on March 26, 2025, and released.
State Police arrest following the traffic stop of a vehicle reported stolen
On March 18, 2025, State Police of the Troop G Community Stabilization Unit (CSU) arrested Madison C. Crall, 27, of Burnt Hills, NY, for Criminal Possession of a Stolen Property in the fourth degree and three counts of Criminal Possession of a Controlled Substance in the seventh degree.
Thomas L. Bishop, 38, of Cohoes, NY, was also arrested for Criminal Possession of Stolen Property in the fourth degree.
On March 18, 2025, at about 2:00 p.m., Troopers stopped a vehicle on Congress Street in Cohoes, NY. The vehicle had been reported stolen from Albany, NY, on March 17, 2025. The driver was identified as Crall, and the passenger was identified as Bishop. Both were taken into custody, and the vehicle was seized. Crall was found to possess multiple controlled substances.
Both were transported to SP Latham for processing and then issued an appearance ticket, returnable to the Cohoes City Court on April 17, 2025, and released.
Two Arrested in Lloyd for Illegal Firearm Possession

On March 18, 2025, at approximately 8:05 p.m., members of the Troop F Community Stabilization Unit (CSU) observed a 2021 GMC traveling on Route 9W in the town of Lloyd, committing several violations of the New York Vehicle and Traffic Law. Troopers initiated a traffic stop and identified the driver as Jarred S. Suitter, age 37, of Kingston, NY, and the passenger as Trent M. Heiney, age 29, of Accord, NY. During the interview with the occupants, troopers observed an open container of alcohol, prompting an impairment investigation. The investigation revealed that Suitter was impaired, leading to his arrest and charge of Driving While Intoxicated.
During the investigation a subsequent search of the vehicle uncovered two 9MM Polymer 80 Ghost Guns. Heiney and Suitter were then arrested. Both individuals were transported to State Police Highland for processing.
Suitter was charged with:
• Two counts of Criminal Possession of a Firearm (Class E Felony)
• Two counts of Criminal Possession of a Weapon in the 3rd Degree (Class D Felony)
• Two counts of Criminal Possession of a Weapon in the 2nd Degree (Class C Felony)
• Driving While Intoxicated (1st Offense) (Misdemeanor)
• Multiple Uniform Traffic Tickets
Heiney was charged with:
• Two counts of Criminal Possession of a Firearm (Class E Felony)
• Two counts of Criminal Possession of a Weapon in the 3rd Degree (Class D Felony)
• Two counts of Criminal Possession of a Weapon in the 2nd Degree (Class C Felony)
Suitter and Heiney were arraigned in the Ulster County Centralized Arraignment Part on March 19, 2025, and were released on their own recognizance. Both defendants are due back in the Town of Lloyd Court on March 20, 2025, at 3:00 p.m.
