Senator John W. Mannion Honors Tom Drumm with the Liberty Award for Extraordinary Bravery During Lifesaving Water Rescue

The Liberty Award is the New York State Senate’s highest honor

SYRACUSE, NY — Senator John W. Mannion this week presented Tom Drumm of Oswego County the Liberty Award for his heroism and bravery in saving the life of a woman whose vehicle veered into a retention pond in April on Route 31 in Clay,  NY.

Without hesitation, Mr. Drumm leapt into action. Exiting his vehicle and diving into the freezing water, he swam approximately 30 feet to the submerged car to assist the driver trapped inside and, with the help of another good samaritan, ensured her safety and survival.

Senator John W. Mannion said, “Recognizing members of our community who do extraordinary things is one of the most rewarding parts of being a State Senator, and Tom Drumm is one of those individuals. His courageous and lifesaving actions on that cold April day embody the spirit of Central New York and the entire state commends his heroism.”

On April 23, 2024, Tom Drumm demonstrated extraordinary courage and selflessness while driving down Route 31. After witnessing an SUV veer off the road and land in a retention pond, he swam to the vehicle and discovered that the woman inside the car had mobility challenges, as evidenced by a walker in the backseat. Together with another good samaritan, they pried the car door open against the weight of the water and pulled the woman to safety just as the vehicle began to sink further into the pond. While the other rescuer escorted the woman to shore, Mr. Drumm remained in the freezing water to ensure there were no additional passengers or pets inside the car. Moments later, the vehicle sank entirely, leaving only the roof visible above the surface.

The Liberty Award is the New York State Senate’s highest honor, reserved for individuals who demonstrate exceptional valor and service to others, often in extraordinary circumstances.
