WithCoverage Expansion to Bring 205 New Jobs to New York City

AI-powered insurance technology company plans $25 million in New York research and development as it builds a larger Manhattan headquarters.
New York is backing a WithCoverage expansion that state officials say will create 205 full-time jobs in New York City and generate $25 million in research and development spending across the state over the next five years. The project represents another attempt by state economic-development officials to position New York as a major center for artificial intelligence, financial technology and insurance innovation.
WithCoverage Plans Larger Manhattan Headquarters
Gov. Kathy Hochul announced the expansion Wednesday, Aug. 12, saying WithCoverage plans to lease 17,663 square feet at 200 Varick Street in Manhattan.
The company will consolidate its existing New York operations into the larger headquarters as it adds workers and expands its technology and risk-management services.
According to the state, the project includes:
- 205 new full-time jobs
- $25 million in research and development spending
- A new 17,663-square-foot Manhattan headquarters
- Up to $3 million in state tax incentives
- A five-year expansion period
The jobs announcement is significant, but the state incentive is not an upfront $3 million payment. Empire State Development said the assistance will come through performance-based Excelsior Jobs Program tax credits, meaning the company must meet job creation and research commitments before qualifying for the associated credits.
What Is WithCoverage?
WithCoverage is a New York-based insurance technology company founded in 2023. It combines insurance professionals, attorneys and artificial intelligence tools to help companies review policies, identify potential coverage gaps and manage business risks.
The company describes its service as an alternative to the traditional insurance brokerage model.
Its AI technology is designed to help its staff analyze insurance policies and compare coverage programs, while human advisers provide risk-management guidance.
The governor’s office said more than half of WithCoverage’s current workforce is already based in New York.
Company Has Raised Millions From Major Investors
WithCoverage recently announced a $42 million Series B financing round led by Sequoia Capital and Khosla Ventures. The company’s own website confirms the financing announcement.
The governor’s office said WithCoverage has raised approximately $50 million overall and serves more than 1,000 clients that collectively generate more than $50 billion in annual revenue. Those figures were reported by the state based on company information.
WithCoverage CEO and founder Max Brenner said New York gives the company access to technology specialists as well as insurance professionals, attorneys and product designers.
“Two years ago, there were only a handful of people in one office,” Brenner said in the state announcement.
He said the expansion will establish the company’s new headquarters as most of its team increasingly works from New York.
State Offers Up to $3 Million in Tax Credits
Empire State Development will make WithCoverage eligible for as much as $3 million through the Excelsior Jobs Program.
The important word is eligible.
Under the state program, businesses generally must meet employment, investment or research-and-development requirements before receiving tax benefits. Empire State Development documentation says companies must continue meeting eligibility standards and performance targets before tax-credit certificates can be issued.
That performance structure is important when evaluating economic-development announcements. The headline amount represents the maximum potential incentive rather than money automatically provided when an expansion is announced.
What is the Excelsior Jobs Program?
The Excelsior Jobs Program is a New York economic-development initiative that offers tax credits to qualifying businesses that create jobs or make eligible investments and research expenditures in the state.
For research and development, the program can provide qualifying businesses with credits tied to eligible New York research spending.
Hochul Points to New York’s Growing AI Sector
Hochul framed the WithCoverage expansion as part of a larger strategy to attract artificial intelligence and financial technology businesses.
“New York continues to attract the world’s fastest-growing technology companies because we have the talent, innovation ecosystem and business environment they need to succeed,” Hochul said.
The governor’s office said more than 15 AI, financial technology and technology companies have recently undertaken New York expansions with Empire State Development assistance.
According to the state, those projects — including expansions involving Rogo, Clay, ElevenLabs and Figma — represent more than 4,500 projected jobs and more than $250 million in research and development activity.
One recent example is Rogo, another New York City artificial intelligence company. Empire State Development announced in June that Rogo planned more than 400 new jobs and over $40 million in research and development spending. That project was offered up to $6.5 million in performance-based Excelsior tax credits.
New Jobs Could Include Technology and Insurance Roles
WithCoverage’s careers page shows the company recruits across a mix of technology, insurance and business specialties.
The company describes its workforce as including:
- Software engineers
- Product designers
- Insurance experts
- Insurance attorneys
- Business operations employees
- Risk-management specialists
As of Aug. 12, WithCoverage’s public job listings included New York openings in areas such as business development, risk advising and corporate partnerships. The number and availability of specific openings can change as positions are filled or added.
Why the Expansion Matters
The announcement comes as New York competes with technology hubs including California, Texas and Massachusetts for artificial intelligence investment and highly skilled workers.
For state officials, projects such as WithCoverage offer two potential benefits: new employment and additional private research spending.
There is also a legitimate debate over whether governments should use tax incentives to attract private businesses.
Supporters argue performance-based incentives can encourage companies to locate jobs and investment in New York rather than competing states.
Critics of corporate incentive programs often question whether growing companies would have expanded anyway and whether tax benefits produce enough long-term economic activity to justify the public cost.
In this case, the state’s performance requirements provide one safeguard: WithCoverage cannot simply collect the maximum announced tax credit without meeting qualifying commitments.
The Bigger Picture for New York
Artificial intelligence is rapidly moving beyond traditional technology companies and into industries ranging from health care to banking, manufacturing and insurance.
WithCoverage represents that shift.
Rather than selling a general-purpose AI product, the company is applying artificial intelligence to a specialized industry where complicated contracts, regulations and risk assessments traditionally require substantial human review.
At the same time, the company’s model still relies heavily on attorneys, insurance specialists and other professional workers.
That combination — software paired with specialized human expertise — may offer a clearer picture of how AI will reshape many workplaces than predictions that technology will simply eliminate entire professions.
For New York, the key measure will be whether announced projects actually deliver their promised jobs.
WithCoverage has committed to creating 205 of them.
Because the state assistance is performance-based, New Yorkers should be able to judge the project not only by Wednesday’s announcement, but by the hiring and investment that follow.
Conclusion
The WithCoverage expansion gives New York another significant artificial intelligence investment, with 205 promised full-time jobs, a larger Manhattan headquarters and $25 million in planned research and development spending.
New York is offering up to $3 million in tax credits to support the project, but those incentives are tied to the company’s performance.
That makes the next phase worth watching.
If the company delivers on its employment and investment commitments, the project could strengthen New York’s growing technology and insurance sectors while providing another test of the state’s strategy of using targeted incentives to compete for emerging industries.
