Speeding, drugs, guns and DWI

On January 5, 2024, Troopers out of SP Buffalo arrested Raheem J. Sumler, 33 of Niagara Falls, NY for DWI- Drugs, Criminal Possession of a Weapon 2nd degree, Criminal Possession of a Weapon 3rd degree, Criminal Possession of a Controlled Substance 7th degree, Aggravated Unlicensed Operation 1st degree and Vehicle and Traffic Infractions.

On January 5, 2025, at 2:37 P.M., Troopers out of SP Buffalo conducted a traffic stop for speeding on the I-190 in the city of Buffalo. The operator, Sumler showed signs of impairment and the odor of burnt cannabis within the vehicle. Sumler was arrested and was found to have a loaded Springfield Armory 9mm handgun with extended magazines and narcotics.

Sumler was processed at SP Buffalo and transported to the city of Buffalo Jail for CAP arraignment.

Broome County man charged with Grand Larceny

A Broome County man was arrested after stealing thousands of dollars’ worth of merchandise from two different Walmart locations.

On December 31, 2024, at approximately 11:13 p.m. New York State Police at Oneonta arrested Steven G. Warner, age 36 of Endicott, NY for the class “D” felony of Grand Larceny in the third degree and the misdemeanors of Obstructing Governmental Administration in the second degree and Criminal Possession Controlled Substance in the seventh degree.

Troopers were dispatched by the Otsego County 911 Center to a larceny in progress at Walmart in Oneonta.  Troopers met Warner outside of the store after he had passed all points of sale and failed to pay for the various items in his shopping cart.  Warner became combative and resisted arrested.  He was ultimately placed in custody.

An investigation determined that Warner stole over $5-thousand worth of merchandise. Troopers also determined that the vehicle Warner was operating had switched license plates.  Troopers additionally located suspected illicit substances inside the vehicle along with what were believed to be other stolen goods.  

During the course of the investigation, it was determined that the items located in Warner’s vehicle were stolen from Walmart in Cobleskill on December 31, 2024, around 3:00 p.m.  The total of the amount taken from that store was more than $4-thousand worth of merchandise.

Warner was processed at SP Oneonta then turned over to the Otsego County Jail for Centralized Processing.  He was later picked up by Oneonta Troopers from the jail and turned over to Troopers in Cobleskill on January 1, 2025.  Warner was charged with the class “D” felony of Grand Larceny in the third degree for the crime in Cobleskill.

Warner was processed at SP Cobleskill then transported to the Schoharie Correctional Facility for Centralized Arraignment. Warner was ordered to appear at the Cobleskill Town Court on January 7, 2025, and released on his own recognizance.   


Endicott residents keep your cars locked and valuables out of sight!

New York State Police in Endwell are looking for a suspect that has been pretty busy rummaging through unlocked cars, stealing items and may  be linked to smashing a window to get inside a vehicle.

On January 5, 2024, a Trooper was dispatched to a home on Debonair Drive in Endicott where a homeowner discovered that the window to their SUV was smashed and a purse that was inside was taken. It’s believed to have been taken some time between late January 4 and into the early morning of January 5.

During the course of the investigation, the Trooper learned that a tall, thin male, wearing a dark colored hoodie, dark pants and black shoes with a bicycle was captured on several home surveillance cameras in the Endicott area.  It is hard to decipher the man’s face in the surveillance.  He’s believed to have been on Debonair Drive, Wildwood Drive, Ventura Boulevard, Monterey Drive, Taft Avenue and Country Club Road between 4 a.m., and 5 a.m.

State Police announce that Major Mark A. Nielson will serve as the 38th Troop Commander of Troop K

New York State Police Superintendent Steven G. James has appointed Major Mark A. Nielson, 51, of Gardiner, NY, as the 38th Troop Commander of Troop K.

 

Major Nielson, a 22-year veteran of the New York State Police, also worked for the Ulster County Sheriff’s Office as a Deputy Sheriff and the Town of Ulster Police Department as a Police Officer before joining the State Police in January of 2002.

Major Nielson’s first patrol assignment was Troop F, Zone 3, Ulster County.

In October 2007, he was promoted to Sergeant and assigned to Troop K (SP Cortlandt), until his transfer to Troop F in 2012.  In 2013, he was appointed to Station Commander and assigned to SP Ellenville.

Major Nielson was promoted to Lieutenant in February 2015 and assigned to various positions, including Assistant Zone Commander at Troop F (SP Monroe) and SP Kingston, Zone 1 Commander of the Special Investigation Unit.

In September 2019, Major Nielson was appointed to the rank of Captain and assigned to the Professional Standards Bureau – Southern Region. In 2020, he was transferred to Troop F, where he served as the Administrative Captain and later the Zone 3 Commander at SP Kingston.

In October 2023, he was appointed Major and assigned to Division Headquarters – Administration.

Major Nielson grew up in New Paltz, NY, and graduated from the State University of New York at Ulster in 1994.  He is married and has two grown children.   

Major Nielson’s assignment as the Troop K Commander was effective January 2, 2025. He replaces Major Kathryne M. Rohde, who was appointed to Staff Inspector – Professional Standards Bureau in Albany Headquarters.

Major Nielson’s command covers four counties in the Hudson Valley, including Columbia, Dutchess, Putnam, and Westchester. Operating from 17 facilities, the men and women of Troop K provide service to 62 towns, 39 villages, and nine cities.


UPDATE: State Police Identify Woman Found Deceased in Hyde Park

Update January 6, 2025: The New York State Police have positively identified the deceased woman as Helen Pardini, age 69, of Poughkeepsie, NY. The investigation into her death is ongoing.

The State Police would like to acknowledge and thank the members of the public who reached out with information regarding this case.


 

Update December 10, 2024: The Dutchess County Medical Examiner has confirmed the deceased is a Caucasian female with brown eyes, weighs 112 pounds, 5 feet 5 inches tall, has gray hair, no scars, marks, or tattoos.

On December 6, 2024, the New York State Police in Rhinebeck and the Hyde Park Police Department began investigating the suspicious death of an unidentified woman found at the Vanderbilt Mansion historical site on Vanderbilt Park Road in Hyde Park, NY. At approximately noon on Friday a hiker observed the remains of the woman lying face down near the east shore of the Hudson River south of Bard Rock.

New York State Police Arrest Parole Absconder in Corning

On January 4, 2025, the New York State Police in Painted Post announced the arrest of parole absconder Todd A. Speicher. The arrest followed an anonymous tip that led law enforcement to East Second Street in the city of Corning.

Speicher, age 39, was confirmed to have had an active arrest warrant for violating his conditional release issued by the New York State Department of Community Corrections. In response, SP Painted Post troopers, alongside officers from the Corning Police Department, located Speicher exiting the residence and walking down the sidewalk. Upon spotting law enforcement, Speicher fled on foot, running north along Canisteo Street and then west onto East Second Street. Despite police orders to stop, Speicher continued his flight until nearby officers apprehended him.

Subsequent to arrest, law enforcement discovered that Speicher was in possession of a switchblade, approximately 1.8 grams of suspected methamphetamine, and several pipes containing burnt residue.

Speicher was charged with Criminal Possession of a Weapon 3rd (D Felony), Criminal Possession of a Controlled Substance 7th (A Misdemeanor), Resisting Arrest (A Misdemeanor), Obstruction of Governmental Administration 2nd (A Misdemeanor). He was taken to Steuben County Jail for CAP arraignment.
