State Police arrest Troy man following Easton traffic stop
On March 3, 2025, State Police of Greenwich arrested Abdiel E. Cordero Moya, 27, of Troy, NY, for Criminal Possession of a Controlled Substance in the fourth degree, Criminal Possession of a Controlled Substance in the fifth degree, two counts of Criminally Using Drug Paraphernalia in the second degree, and multiple Vehicle and Traffic Law violations.
On March 3, 2025, at about 7:58 p.m., Troopers stopped a vehicle on Bulson Road in Easton, NY, for a Vehicle and Traffic Law violation. The driver was identified as Cordero Moya. Further investigation discovered multiple controlled substances, including felony narcotics and other drug paraphernalia, within Cordero Moya’s vehicle.
Cordero Moya was arrested and transported to SP Greenwich for processing. He was then transported to Washington County Correctional Facility to await arraignment.
State Police arrest Schenectady woman following Malta traffic stop
On March 3, 2025, State Police of Saratoga arrested Qreasia V. Bibbs, 29, of Schenectady, NY, for Criminal Possession of a Controlled Substance in the fifth degree, Criminal Possession of a Weapon in the fourth degree, two counts of Criminal Possession of a Controlled Substance in the seventh degree, Criminally Using Drug Paraphernalia in the second degree and multiple Vehicle and Traffic Law violation.
On March 3, 2025, at about 12:33 p.m., Troopers stopped a vehicle on State Route 67 in Malta, NY, for a Vehicle and Traffic Law violation. The driver was identified as Bibbs. The investigation discovered felony narcotics, illegally possessed metal knuckles, and drug paraphernalia within Bibb’s vehicle.
Bibbs was arrested and transported to SP Saratoga for processing. She was arraigned at the Malta Town Court, where she was released on her own recognizance.
State Police arrest Schenectady man for possessing 70 pounds of Cannabis
On February 28, 2025, State Police of the Troop G Community Stabilization Unit arrested Shaun Zimmer, 49, of Schenectady, NY, for Criminal Possession of Cannabis in the first degree and Vehicle and Traffic Law violations.
On February 28, 2025, at about 8:22 a.m. Troopers stopped a vehicle on I-87 in Malta, NY, for a Vehicle and Traffic Law violation. The driver was identified as Zimmer. The investigation discovered 70 pounds of Cannabis within the vehicle, which was seized.
Zimmer was arrested and transported to SP Latham for processing. He was arraigned at the Malta Town Court and remanded to the Saratoga County Correctional Facility without bail.
Cortland County woman arrested after pepper spraying neighbor and dog
On March 2, 2025, at approximately 2:37 p.m., New York State Police at Homer picked up Maxine A. Malone, age 60 of Homer, NY on an arrest warrant for the misdemeanor of Unlawfully Possessing a Noxious Material. The arrest warrant was signed by a judge which stemmed from an incident that occurred in February.
On February 11, 2025, Troopers were dispatched to a dispute on Mountain View Drive in Homer. An investigation determined that Malone and another neighbor were in a verbal dispute while on Mountain View Drive when Malone took a can of bear spray out of her vehicle’s glove compartment, spraying the neighbor and the neighbor’s dog. Both the victim and the dog were checked out by members from TLC.
In New York State it is legal to carry pepper spray for self-defense, but the canister must be no larger than .75 ounces and the concentration of the active chemical content (capsaicinoids) cannot be more than .7%. It was determined that Malone used a can that was 7.9 ounces and contained 2.0% capsaicinoids.
Malone was processed at SP Homer, then transported to the Cortland County Correctional Facility for centralized arraignment.
Troop C DWI arrests February 24 – March 2, 2025
On February 24, 2025, at approximately 6:30 p.m., New York State Police at Newfield arrested Joseph T. Jordan, age 32 of Spencer, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers were dispatched by the Tompkins 911 Center to a one-vehicle crash on Peru Road in the town of Groton. Troopers arrived to find that Jordan had driven off the roadway. While interviewing Jordan, a Trooper observed characteristics associated with impairment. Jordan was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Jordan was arrested and transported to SP Ithaca where he was processed. Jordan was issued appearance tickets to the Groton Town Court on March 10, 2025, and later released to a sober third party.
On February 24, 2025, at approximately 9:24 p.m., New York State Police at Binghamton arrested Jonathan C. Morales De Jesus, age 33 of Binghamton, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest. Troopers were at a residence for another matter when they observed Morales De Jesus driving on Pleasant Court with no headlights then turn into the driveway. While interviewing Morales De Jesus, they smelled an odor of an alcoholic beverage. Morales De Jesus was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Morales De Jesus resisted arrest but ultimately placed in handcuffs. Morales De Jesus was transported to SP Binghamton where his reportable B.A.C was .17%. Morales De Jesus was issued appearance tickets to the Dickinson Town Court on March 18, 2025.
On February 25, 2025, at approximately 10:36 a.m., New York State Police at Owego arrested Dakota J. Bailey, age 29 of Towanda, PA for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers were dispatched to a report of a vehicle in the ditch off East River Road in the town of Nichols. An investigation at the scene revealed that Baily failed to stop at the dead-end portion of the road, traveled through the woods and struck a chain link fence. Baily was checked out by Nichols EMS and transported to Robert Packer Hospital. Once Bailey was released from the hospital, he was processed at SP Owego and issued appearance tickets to the Nichols Town Court on March 19, 2025.
On February 25, 2025, at approximately 7:01 p.m., New York State Police at Margaretville arrested Christopher Jensen, age 59 of Newburgh, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to a single vehicle crash on State Highway 28 in Fleischmanns. The Trooper located Jensen, whose vehicle was on a snowbank. Jensen also appeared intoxicated. Jensen was asked to perform Standardized Field Sobriety Tests, which indicated impairment. Jensen was arrested and transported to SP Margaretville where his reportable B.A.C was .13%. Jensen was processed and issued appearance tickets to the Middletown Court on March 25, 2025.
On February 25, 2025, at approximately 3:38 p.m., New York State Police at Margaretville arrested Rachel S. Kendall, age 46 of Harpersfield, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to the Stamford Central Schools after someone detected an odor of an alcoholic beverage emanating from Kendall while she was at the school to pick up a child. The Trooper asked Kendall to perform Standardized Field Sobriety Tests, which confirmed impairment. Kendall was arrested and transported to SP Stamford where her reportable B.A.C was .13%. She was processed and issued appearance tickets to the Harpersfield Town Court on March 24, 2025, then released to a sober third party.
On February 26, 2025, at approximately 10:22 a.m., New York State Police at Homer arrested Jordan J. Laneuville, age 29 of Minoa, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper was dispatched by the Cortland County 911 Center to check the welfare of a naked man in a vehicle on the shoulder of Interstate 81 near mile marker 62. An investigation at the scene determined that Laneuville was impaired. He was transported to a Guthrie Cortland Medical Center for an evaluation. After his release from the hospital, Laneuville was processed at SP Homer and issued appearance tickets to the Preble Town Court on March 11, 2025.
On February 27, 2025, at approximately 2:45 a.m., New York State Police at Deposit arrested Muath Kinsey, age 22 of Johnson City, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were on State Route 17 in the town of Sanford when they observed a vehicle parked on the shoulder. Troopers were going to check on the driver but when they got out of their patrol vehicle, the operator took off at a high rate of speed then made multiple vehicle and traffic violations. Kinsey was ultimately stopped, and Troopers observed characteristics associated with impairment. Kinsey performed Standardized Field Sobriety Test poorly and was arrested. He was transported to SP Deposit where his reportable B.A.C was .18%. Kinsey was processed and issued appearance tickets to the Hancock Town Court on March 24, 2025, and released to a sober third party.
On February 28, 2025, at approximately 9:43 a.m., New York State Police at Binghamton arrested Allison M. Madison, age 35 of Binghamton, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed Madison operating a vehicle while holding what appeared to be a glass smoking pipe while on Front Street in the town of Chenango. A traffic stop was initiated on Smith Hill Road and Front Street. While interviewing Madison, the Trooper smelled an odor marijuana. Madison was asked to perform Standardized Field Sobriety Tests, which indicated impairment. Madison was arrested and transported to SP Binghamton where she was additionally evaluated by a New York State Police Drug Recognition Expert. Madison was processed and issued appearance tickets to the Chenango Town Court on March 26, 2025, then released to a sober third party.
On February 28, 2025, at approximately 6:18 p.m., New York State Police at Stamford arrested Dustin R. Cole, age 31 of Rotterdam, NY for two counts of the class “B” felony of Criminal Possession of a Controlled Substance in the third degree, two counts of the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree and the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper initiated a traffic stop after observing a vehicle fail to completely stop at a stop sign at the intersection of Beaver Street and Prospect Street in the village of Stamford. A traffic stop was made after observing further vehicle and traffic infractions. While interviewing Cole, the Trooper smelled an odor of an alcoholic beverage. Cole was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Cole was arrested. The Trooper additionally located suspected illicit substances and drug paraphernalia. Cole was transported to SP Stamford where he was additionally evaluated by a New York State Police Drug Recognition Expert. Cole was processed then transported to the Delaware County Correctional Facility for centralized arraignment.
On February 28, 2025, at approximately 10:05 p.m., New York State Police at Binghamton arrested Cale J. Slack, age 29 of Lisle, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper went to check on the operator of a vehicle when he observed the vehicle on State Route 11 near the entrance to Interstate 81 in the village of Whitney Point, stop and turn off its lights, then get out of the vehicle. While speaking to Slack, the Trooper believed that Slack may be impaired. Slack was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Slack was arrested and transported to SP Binghamton. Slack was processed and issued appearance tickets to the Triangle Town Court on March 20, 2025, then turned over to a sober third party.
On February 28, 2025, at approximately 11:55 p.m., New York State Police at Norwich arrested Andrew J. Pierce, age 22 of Sherburne, NY for the class “D” felony of Aggravated Driving While Intoxicated with three prior convictions within 15 years. Pierce was stopped after a Sergeant observed him drive over the fog line and the yellow line multiple times while on State Route 12 in Norwich. An investigation on scene determined that Pierce was impaired. Pierce was transported to SP Norwich where his reportable B.A.C was .21%. Pierce was processed and issued appearance tickets to the North Norwich Town Court on April 2, 2025, then turned over to a sober third party.
On February 28, 2025, at approximately 11:43 p.m., New York State Police at Oneonta arrested Dametri S. Howard, age 22 of Sidney, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle failing to maintain its lane and other vehicle and traffic infractions while on Main Street in the City of Oneonta. While interviewing Howard, a Trooper smelled an odor of burnt cannabis and observed characteristics associated with impairment. Howard was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Howard was arrested and transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Howard was processed and issued appearance tickets to the Oneonta City Court on April 2, 2025, then released to a sober third party.
On March 1, 2025, at approximately 2:23 a.m., New York State Police at Sidney arrested Christopher J. Donaldson, age 37 of Oneonta, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Otsego County 911 Center to a report of a crash on Leizear Hill in Unadilla, no injuries were reported. Troopers arrived to find that a pick-up truck struck an earth embankment and ended in the driveway of a residence. While interviewing Donaldson about what happened, they observed characteristics associated with impairment. Donaldson was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Donaldson was arrested and transported to SP Sidney where his reportable B.A.C was .14%. Donaldson was processed and issued appearance tickets to the Unadilla Town Court on April 1, 2025, then released to a sober third party.
On March 1, 2025, at approximately 10:41 p.m., New York State Police at Deposit arrested Andrew M. Burdick, age 31 of Susquehanna, PA for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to a complaint about an ATV driving around Silver Lake Road and shining lights into a residence. The Trooper checked the area and was able to locate an ATV flipped on its side on Bull Hill Road. While interviewing Burdick who was operating the ATV, the Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. After an investigation on scene, Burdick was arrested. He was processed at SP Deposit then transported to the Delaware County Correctional Facility for centralized arraignment.
On March 2, 2025, at approximately 12:40 a.m., New York State Police at Oneonta arrested Nathanael N. Moon, age 25 of Franklin, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers initiated a traffic stop after observing a vehicle traveling on Main Street in the city of Oneonta at an abnormally slow speed and other vehicle and traffic infractions. While interviewing Moon, Troopers observed characteristics associated with impairment. Moon was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Moon was arrested and transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Moon was processed and issued appearance tickets to the Oneonta City Court on April 2, 2025, then released to a sober third party.
Two Arrested Following Pursuit and Drug-Related Charges in Catskill
On March 3, 2025, at approximately 2:54 p.m., troopers from State Police Coxsackie were on patrol near Exit 21 on the New York State Thruway interchange when they observed a 2018 Kia in violation of New York State Vehicle and Traffic Laws. Upon attempting to initiate a traffic stop, the vehicle fled the scene, exiting the Stewarts parking lot onto Route 23B in Leeds, heading toward Jefferson Heights. A pursuit ensued, lasting several miles, during which the driver performed several evasive maneuvers. The chase ended in the Village of Catskill, where the operator parked the vehicle and fled on foot, prompting a brief foot pursuit. The driver was subsequently taken into custody without further incident.
The driver, identified as Michael R. Dauphin, age 31, of Elka Park, NY, was arrested and charged with the following offenses:

The passenger, identified as Sara Leppig, age 41, of East Durham, NY, was also arrested and charged with the following offenses:

Criminal Use of Drug Paraphernalia in the 2nd Degree (A Misdemeanor)
Leppig was released on an appearance ticket and is scheduled to appear in the Town of Catskill Court on March 27, 2025.
State Police arrest Stillwater man following Burglary investigation.
On February 26, 2025, State Police of Saratoga arrested Matthew Malinoski, 39, of Stillwater, NY, for Burglary in the third degree and Petit Larceny.
On February 13, 2025, at about 4:01 a.m. Troopers received a complaint of a theft from a Stillwater, NY home. The investigation determined that on the evening of February 12, 2025, Malinoski, who was unknown to the victim, entered the unoccupied home without permission and took multiple items.
Malinoski was arrested and processed at SP Saratoga. He was then arraigned at the Saratoga Town Court, where he was released on his own recognizance.
