Plattsburgh male charged with Promotion of a Sexual Performance by a Child and Possession of a Sexual Performance by a Child
On 2/14/25, The New York State Police Troop B Computer Crime Unit arrested MAXIMILLIAN W. NOVISKI, 21, of Spearman Road, Plattsburgh, New York on one count each of Promotion of a Sexual Performance by a Child and Possession of a Sexual Performance by a Child. The investigation was initiated by two social media platforms reporting to the National Center for Missing and Exploited Children (NCMEC) child exploitation material had been sent through the reporting platforms. NOVISKI was found to be in possession of child sexual abuse material (CSAM) at the time he was interviewed in this case prior to arrest.
NOVISKI was arraigned in Town of Plattsburgh Court and was released. NOVISKI is to reappear in Town of Plattsburgh Court on a later date. The investigation is still ongoing.
The Troop B Computer Crime Unit was assisted by the Homeland Security Investigations.

Cortland man arrested for child porn possession
On February 27, 2025, New York State Police at Homer, with the assistance of the Troop C Computer Times Unit arrested Morgan R. Hopkins, age 26 of Cortland, NY for the class “D” felony of Promoting a Sexual Performance by a Child Less than 17 years of age and the class “E” felony of Possessing a Sexual Performance by a Child less than 16 years of age.
Hopkins is accused of promoting and possessing images consistent with child sexual exploitation. His arrest followed an investigation and the execution of a search warrant at his Cortland residence. The investigation stemmed from a cyber tip from the National Center for Missing and Exploited Children (NCMEC).
Hopkins was transported to SP Homer for processing then transported to the Cortland County Correctional Facility for centralized arraignment.
Troopers respond to serious crash in Roxbury
On March 2, 2025 at approximately 8:05 a.m., a Trooper observed a vehicle off the roadway on State Highway 30 near County Highway 8 in the town of Roxbury.
An investigation at the scene determined that a Jeep Cherokee was traveling west on State Highway 30 when the vehicle went off the roadway and struck a rock embankment. The driver, Karen F. Tesi, age 59 of Grand Gorge, NY was transported by Margaretville EMS to Margaretville Hospital then later air lifted by LifeNet to Albany Medical Center.
Her injuries are believed to be non-life threatening. Roxbury Fire also assisted on scene.
Notable DWI Arrest Troop F: February 22-February 27, 2025
On February 22, 2025, at approximately 1:20 a.m., troopers from State Police Highland observed a 2021 Volkswagen operating on Route 9W in the town of Lloyd in violation of New York State Vehicle and Traffic Law. A traffic stop was initiated, and the driver and sole occupant of the vehicle, identified as Cierra D. Nelson, age 30, of Kingston, NY, was interviewed. During the investigation, it was determined that Nelson was impaired, and she was subsequently arrested for Aggravated Driving While Intoxicated. Nelson was transported to State Police Highland for processing, where she recorded a BAC of 0.20%. She was released to a sober third party with an appearance ticket for the Town of Lloyd Court on March 11, 2025, at 3:00 p.m.
On February 23, 2025, at approximately 3:17 a.m., troopers from State Police Montgomery observed a 2008 Volkswagen operating on Broadway in the city of Newburgh in violation of New York State Vehicle and Traffic Law. A traffic stop was initiated, and the operator and sole occupant, identified as Antonhy Xazarin Uscanga, age 21, of Newburgh, NY, was interviewed. During the investigation, it was determined that Uscanga was impaired, and he was subsequently arrested for Aggravated Driving While Intoxicated. Uscanga was transported to State Police Montgomery for processing, where he recorded a BAC of 0.18%. He was released to a sober third party with an appearance ticket for the City of Newburgh Court on March 26, 2025, at 9:00 a.m.
On February 23, 2025, at approximately 3:18 a.m., troopers from State Police Highland observed a 2012 Ford operating on Plattekill Avenue in the town of New Paltz in violation of New York State Vehicle and Traffic Law. The operator and sole occupant, identified as Elizzah Roig, age 22, of the Bronx, NY, was interviewed. During the investigation, it was determined that Roig was impaired, and she was subsequently arrested for Aggravated Driving While Intoxicated. Roig was transported to State Police Highland for processing, where she recorded a BAC of 0.21%. She was released to a sober third party with an appearance ticket for the Town of New Paltz Court on March 25, 2025, at 6:00 p.m.
On February 26, 2025, at approximately 12:15 a.m., troopers from State Police Greenville (Orange County) responded to a one-car motor vehicle collision on Greenville Turnpike in the town of Greenville. The preliminary investigation indicated that a 2016 Ford F350, operated by Briana M. Carson, age 29, of Middletown, NY, was traveling southbound on Greenville Turnpike when it veered off the road into the right shoulder, striking a mailbox and multiple trash cans before continuing to scrape a utility pole. The vehicle came to a stop after striking a ditch. Carson was interviewed, and it was determined that she was impaired. She was subsequently arrested and charged with Aggravated Driving While Intoxicated. Carson was transported to State Police Greenville, where she recorded a BAC of 0.18%. She was turned over to a sober third party and issued an appearance ticket for the Town of Greenville Court on March 12, 2025, at 5:30 p.m.
On February 26, 2025, at approximately 9:28 p.m., troopers from State Police Catskill were on patrol in the area of Route 32 in the town of Catskill when they observed a 1993 Volvo traveling northbound at a high rate of speed. Troopers attempted to initiate a traffic stop, but the vehicle continued northbound erratically and failed to pull over. The vehicle ultimately came to a stop, and troopers ordered the driver out of the vehicle without incident. The driver and sole occupant, identified as Ashlynne M. Reilly, age 22, of Saugerties, NY, was arrested and charged with Unlawful Fleeing a Police Officer in a Motor Vehicle in the 3rd Degree (a misdemeanor), Driving While Intoxicated (1st offense, misdemeanor), Reckless Driving (misdemeanor), and multiple traffic violations. Reilly was transported to State Police Catskill, where she recorded a BAC of 0.15%. She was released to a sober third party with an appearance ticket for the Town of Catskill Court on March 13, 2025, at 3:00 p.m.
On February 27, 2025, at approximately 9:59 p.m., troopers from State Police Catskill observed a 2012 Dodge traveling on West Bridge Street in Catskill, NY, in violation of multiple New York State Vehicle and Traffic Laws. A traffic stop was initiated, and the operator and sole occupant, identified as Jason D. Fisk, age 51, of Athens, NY, was interviewed. Fisk was determined to be intoxicated, and he was subsequently arrested for Driving While Impaired. He was transported to State Police Catskill, where he recorded a BAC of 0.15%. Fisk was also charged with Previous Conviction of a Designated Offense Within 10 Years (an E felony), and for operating a motor vehicle with a BAC of 0.08% or more after a prior conviction of a designated offense within 10 years (an E felony), along with additional Vehicle and Traffic Law violations. Fisk was released to a sober third party with an appearance ticket for the Town of Catskill Court on March 27, 2025, at 3:00 p.m.
Troopers respond to fatal crash in Chenango County
On March 1, 2025, at approximately 1:21 a.m., New York State Police at Norwich were dispatched by the Chenango County 911 Center to State Route 12 in Oxford for a report of a vehicle on fire.
When Troopers arrived on scene, members of the Oxford Fire Department were extinguishing the fire and discovered the driver of the vehicle was deceased. An investigation at the scene determined that while northbound on State Route 12, a Nissan Pathfinder went off the roadway, struck a guiderail then hit a tree and caught on fire.
The driver and only occupant, is identified as Christopher O. Ojuro, age 25 of New Hartford, NY.
State Police arrest two following illegal firearm sale investigation
On February 28, 2025, the State Police, Troop G, Violent Gang and Narcotics Enforcement Team (VGNET) with the assistance of the Capital Special Operations Response Team (SORT) arrested:
Tyler R. Kelly, 30, of Clifton Park, NY, for two counts of Criminal Sale of a Firearm in the third degree.
Patrick A. McKee, 34, of Schodack, NY, for two counts of Criminal Possession of a Firearm.
During an ongoing investigation into the illegal sale and possession of firearms, Investigators executed multiple search warrants in Halfmoon, NY, and Schodack, NY, on February 28, 2025. As a result, Kelly and McKee were both arrested, and 21 guns were seized.
Kelly and McKee were processed and then arraigned at the Schodack Town Court. Kelly was remanded to the Rensselaer County Correction Facility without bail. McKee was released on his own recognizance.


Crown Point female arrested for CPW 4th, Menacing 2nd, and Criminal Mischief 3rd
On March 2, 2025, State Police arrested Angela R. Neddo, 47, of Crown Point, NY, on charges of third-degree criminal mischief, second-degree menacing, and fourth-degree criminal possession of a weapon.
The incident occurred on March 1, 2025, at approximately 5:07 p.m., when Troopers responded to a criminal mischief complaint on NYS Route 9 in Crown Point. An investigation revealed that Neddo was swinging a baseball bat and making threatening remarks toward the victim. She also used the bat to damage the victim’s vehicle.
After locating and arresting Neddo, she was transported to the Schroon Lake State Police for processing. Following her arraignment in the Town of Ticonderoga Court, she was released on her own recognizance.
State Police arrest Schuylerville man following extortion investigation
On February 27, 2025, State Police of Greenwich arrested Jeremy W. Allen, 36, of Schuylerville, NY, for Grand Larceny in the second degree.
On January 16, 2025, at about 1:11 p.m., Troopers received a complaint from a Washington County resident reporting they were the victim of extortion. The investigation determined Allen allegedly demanded money from the victim numerous times over a more than five-year period by means of extortion. Allen’s action reportedly resulted in the theft of more than $50,000.
Allen was arrested at his home and transported to SP Greenwich for processing. He was then turned over to the Washington County Correctional Facility to await arraignment.
State Police arrest Schenectady man for drug possession following traffic stop
On February 26, 2025, State Police of the Troop G Community Stabilization Unit arrested Owen O. Lewis, 30, of Schenectady, NY, for two counts of Criminal Possession of a Controlled Substance in the third degree, Unlawful Possession of Cannabis and a Vehicle and Traffic Law violation.
On February 26, 2025, at about 2:25 p.m., Troopers stopped a vehicle on McClellan Street in Schenectady, NY, for a Vehicle and Traffic Law violation. The driver of the vehicle was identified as Lewis. Further investigation discovered an unlawful amount of cannabis and controlled substances, which field tested positive for Methylenedioxymethamphetamine (MDMA) within the vehicle.
Lewis was arrested and transported to SP Latham for processing. He was then transported to the Schenectady County Correctional Facility to await arraignment.
UPDATE* State Police Seek Information on Hit-and-Run Crash in Westmoreland

The operator of the 2008 Toyota Tundra, Sebastian Domenico JR, age 62, from Rome, NY, voluntarily turned himself in to State Police and was issued tickets for:
- Operating a Motor Vehicle without Inspection Certificate
- Leaving the Scene of a Property Damage Accident
- Moved from Lane Unsafely
- Driving on the Shoulder of Controlled Access Highway

On February 27, 2025, at about 4:53 p.m., State Police responded to a hit and run accident on Route 233 in the town of Westmoreland.
A white Toyota Tundra pickup truck was traveling southbound on Route 233 when it attempted to pass another vehicle that was preparing to turn right into the post office parking lot. While passing on the west shoulder, the pickup truck struck the vehicle, causing damage to the passenger-side quarter panel and headlight.
Following the collision, the driver of the pickup is described as a middle-aged white male who pulled into the Westmo Car Wash parking lot to inspect the damage.
The vehicle had no front license plate, and the rear plate was obscured by dirt, making the registration difficult to read. The truck also featured a red tailgate with “MAGA” written in white lettering.
The driver then exited the car wash parking lot and continued southbound on Route 233 without contacting the victim.
