Chenango County man arrested for sending inappropriate messages to juvenile and weapons related charges
On March 25, 2025, New York State Police at Norwich Bureau of Criminal Investigation with the assistance of the Bureau of Criminal Investigation at Sidney, the Troop C Computer Crimes Unit and the Internet Crimes Against Children Taskforce arrested Evan E. Eldred, age 24 of McDonough, NY for crimes against a child and weapons related charges.
Eldred was arrested following an investigation and the execution of a search warrant at his residence on March 25, 2025.
In June of 2023, Troopers received information from a local police agency in the state of Virginia that an adult man had inappropriate communications, sent sexually explicit images and was soliciting a juvenile.
During the execution of the search warrant on March 25, 2025, Eldred was found to be in possession of five assault rifles and high-capacity magazines that are not New York State SAFE Act Compliant.
Eldred has been charged with the following crimes:
- Five counts of Criminal Possession of a Weapon in the third degree (assault rifle), class “D” felony
- Four counts of Criminal Possession of a Weapon in the third degree (large capacity ammunition feeding device), class “D” felony
- Disseminating Indecent Material to Minors in the first degree, class “D” felony
- Endangering the Welfare of a Child, misdemeanor
Eldred was arraigned at the Norwich City Court and remanded to the Chenango County Correctional Facility on $10,000 cash bail, $15,000 credit card, $50,000 insurance company bail bond and/or $75,000 partially secured bond with 10% deposit.
State Police Arrest Stony Point Man on Charges of Child Pornography
On March 25, 2025, the State Police Troop F Bureau of Criminal Investigation (BCI) in Haverstraw arrested Benjamin Kreinen, age 69, of Stony Point, NY, on charges related to child sexual exploitation.
Kreinen is charged with Possessing a Sexual Performance by a Child Less than 16, a Class E Felony. He is accused of possessing and having access to approximately 10,000 images and videos consistent with child sexual exploitation. The arrest follows a proactive investigation by the Troop F Computer Crimes Unit in collaboration with Troop F BCI in Haverstraw which led to the execution of a search warrant at Kreinen’s residence in Stony Point, NY, in February 2025.
Kreinen was released and issued an appearance ticket, which is returnable to the Town of Stony Point Court on April 15, 2025, at 1:30 p.m.
Troop F Community Stabilization Unit Arrests Two for Drug Possession on The New York State Thruway

On March 26, 2025, at approximately 8:00 p.m., members of the Troop F Community Stabilization Unit (CSU) observed a 2022 Nissan traveling northbound on the New York State Thruway in the town of New Paltz, in violation of New York State Vehicle and Traffic Law. Troopers initiated a traffic stop and interviewed the operator, identified as Andrew D. Rowe, age 48, of Saint Albans, NY, and the passenger, Rayon Chance, age 53, of Brooklyn, NY.
Both individuals were transported to Ulster County Jail, where they will remain until their arraignment at New Paltz Town Court Centralized Arraignment Part on March 27, 2025, at 1:00 p.m.
