Bronx male arrested for grand larceny scam
On March 1, 2025, State Police members arrested Luis V. Peralta Morban, age 33, of Bronx, NY, for attempted grand larceny 3rd and grand larceny 4th.
On February 28, 2025, State Police members responded to Delancy Ave in the village of Brushton for a fraud complaint. The investigation began when an 87-year-old victim from Brushton reported being scammed out of approximately $44,000. The victim was initially contacted by a male via phone call gaining the trust of the victim by stating it was a relative who needed help.
The victim was contacted on different occasions providing large amounts of money to the suspect. On the third contact with the suspect, the victim started to get suspicious of the incident and contacted law enforcement.
Through an active investigation, Peralta Morban was arrested and transported to SP Malone for processing. He was arraigned in the Town of Moira Court, where he was later released on his recognizance.

State Police in Troop G make notable DWI arrests 2/26 -3/4
On February 26, 2025, at about 11:35 p.m., State Police of Princetown responded to the report of a vehicle off the roadway of I-890 in Rotterdam, NY. The uninjured driver was identified as Reo A. Revette, 33, of Amsterdam, NY. Revette was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Princetown for processing, where he recorded a 0.22% BAC. Further investigation discovered Revette has had a previous DWI conviction in the last ten years. Revette was then turned over to the Schenectady County Correctional Facility to await arraignment.
On February 27, 2025, at about 11:10 p.m., State Police of Cobleskill responded to the area of West Fulton Road in Fulton, NY, for the reports of a vehicle off the roadway into a tree. Troopers located the uninjured driver walking in the area of the crash and identified him as Nate E. Nolette, 26, of Warnerville, NY. Nolette was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Cobleskill for processing, where he recorded a 0.22% BAC. Nollette was issued tickets returnable to the Fulton Town Court on April 2, 2025, and released to a sober party.
On February 28, 2025, at about 10:23 p.m., State Police of Fonda responded to the area of Sacandaga Road in Perth, NY, for the report of a vehicle off the roadway into a snowbank. The driver was identified as Nicklaus E. Weaver, 24, of Mechanicville, NY. Weaver was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was processed with the assistance of the Montgomery County Sheriff’s Office and recorded a 0.20% BAC. Weaver was issued tickets returnable to the Perth Town Court on March 24, 2025, and released.
On March 1, 2025, at about 6:50 p.m., State Police of Saratoga stopped a vehicle on State Route 67 in Malta, NY, for a Vehicle and Traffic Law violation. The driver was identified as Janelle T. Dwyer, 45, of Central Valley, NY. Dwyer was arrested for Driving While intoxicated and other Vehicle and Traffic Law violations. Dwyer was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. She was transported to SP Saratoga for processing, where she recorded a 0.08% BAC. Further investigation discovered Dwyer has had a previous DWI conviction in the last ten years. She was issued tickets returnable to the Malta Town Court on March 13, 2025, and released.
On March 2, 2025, at about 9:42 p.m., State Police of Saratoga located a vehicle off the roadway into a tree in the area of Manning Road in Malta, NY. The uninjured driver was identified as Scott P. Dugan, 42, of Ballston Spa, NY. Dugan was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Saratoga for processing, where he recorded a 0.21% BAC. Dugan was issued tickets returnable to the Malta Town Court on March 27, 2025, and released to a sober third party.
Thruway traffic stop results in felony drug charges
On March 4, 2025, at about 9:52 p.m., the New York State Police – SP Tarrytown conducted a traffic stop on a gray Toyota Corolla on the New York State Thruway in the village of Ardsley for a cell phone violation. The operator, Rafael Balbi, age 41, of Queens, NY, drove away from the traffic stop and a vehicle pursuit was initiated. During the pursuit, Mr. Balbi threw a prescription pill container and a black plastic bag from his moving vehicle. He then pulled his vehicle over, where he was taken into custody without further incident. The short pursuit lasted less than one mile.
Troopers at the scene searched the highway shoulder and located the discarded items in the grass, including plastic bags of cocaine, fentanyl, MDMA, oxycontin, and an amphetamine pill. Located in Balbi’s vehicle was a duffle bag containing psilocybin mushrooms and edible cannabis products. In its entirety, the arrest led to the seizure of 992 grams of psilocybin mushrooms, 133 grams of cocaine, 5 grams of MDMA, 2.2 grams of fentanyl, 0.9 grams of oxycodone, and 0.3 grams of amphetamine.
Troopers transported Balbi to SP Tarrytown for arrest processing and charged with one count of criminal possession of a controlled substance 2nd degree (felony), two counts of criminal possession of a controlled substance 3rd degree-intent to sell (felony), one count of criminal possession of a controlled substance 3rd degree (felony), one count of criminal possession of a controlled substance 4th degree (felony), four counts of criminal possession of a controlled substance 7th degree (misdemeanor), tampering with evidence (felony), and one count of unlawful fleeing (misdemeanor).
Balbi was arraigned in Greenburgh Town Court and was ordered held at the Westchester County Jail, with a return date of March 7, 2025.
Troopers arrest Cortland County man on weapons related charges and remove animals from residence
On March 6, 2025, the New York State Police Bureau of Criminal Investigation and uniformed Troopers executed a search warrant at a property on Wildman Road in the town of Solon as part of an investigation into possible animal neglect.
The investigation resulted in the removal of 41 animals. It was determined that five goats, two cows, a pig, twenty-eight chickens, four ducks and a cat were in need of immediate medical care.
During the investigation, it was discovered that Kyle Heller, age 38 of Solon, NY was in possession of several firearms. Heller is not able to legally possess firearms because he is a convicted felon.
Heller was charged with:
- One count of Criminal Possession of a Weapon in the third degree, class “D” felony
- Three counts of Criminal Possession of a Weapon in the third degree (possession of large capacity magazines), class “D” felony
- One count of Criminal Possession of an Assault Weapon in the third degree, Class “D” felony
- Four counts of Criminal Possession of a Weapon the fourth degree, misdemeanor
Charges related to the animals are pending as investigators are awaiting veterinary reports.
Troopers were assisted by the Susquehanna SPCA, the Cortland County SPCA and the Department of Environmental Conservation (DEC).
Heller was transported to the Cortland County Correctional Facility for centralized arraignment.
The investigation is on-going.

Stealing donuts with a short pursuit led to arrests
On March 6, 2025, Troopers out of SP Lockport arrested Kenneth Edmister, 38 of Gasport for Criminal Contempt 1st degree, Petit Larceny, Obstruction of Governmental Administration, Resisting Arrest and Criminal Mischief. Valerie S. Buscaglia, 44 of Lockport, NY was arrested for Resisting Arrest and Obstruction of Governmental Administration.
On March 6, 2025, at 10:15 P.M., Troopers out of SP Lockport responded to Tops on South Transit Road in the town of Lockport to assist Niagara County Sheriff’s Office with a shoplifter. Investigation determined while on location outside Tops, a Tops employee advised Troopers there was another larceny occurring. Troopers identified and suspect and pursued him on foot down the side of the building. The suspect later identified as Edmister, entered a 2015 U-Haul truck. Troopers attempted to remove Edmister, but he placed the vehicle in reverse and sped off across the parking lot and came to rest after striking a fence. Troopers and Deputies attempted to remove Edmister and the passenger, Buscaglia but they did not cooperate. Both were taken into custody.
Both were processed at SP Lockport. Buscaglia was released on an appearance ticket while Edmister was transported to Niagara County Jail for CAP arraignment.
Edmister had a full Stay Away Order of Protection with Buscaglia.
State Police arrest Schenectady man after pursuit on the NYS Thruway
On March 6, 2025, at approximately 10:22 p.m., State Police on patrol joined a pursuit initiated by the Greene County Sheriff’s Office on State Highway 9W in the village of Catskill.
The pursuit continued north on State Highway 9W and entered the NYS Thruway at Exit 21B where Troopers took over and eventually terminated the pursuit in the city of Albany.
The vehicle was later located by Troopers on Mereline Avenue in the city of Albany after it struck and unoccupied vehicle.
Two occupants identified as Ziyad A. Mohammad, 22, and Thametrus L. Knight, 26, both of Schenectady were located inside the vehicle.
A search of the vehicle revealed 9.06lbs of Cannabis.
Knight was release on scene.
Mohammed was arrested and charged with Reckless Endangerment 2nd Degree, Criminal Possession of Cannabis 2nd Degree, Unlawful Fleeing of a Police Officer 3rd Degree and tickets for vehicle and traffic violations.
Mohammed was issued an appearance ticket for the City of Albany Court and turned over to the Greene County Sheriff’s Office.
State Police Community Stabilization Unit Arrest Bronx Man after Discovery of Narcotics During a Traffic Stop in Monticello
On March 6, 2025, at approximately 1:57 p.m., members of the Troop F Community Stabilization Unit (CSU) observed a 2008 Chevrolet Impala traveling westbound on State Route 17 near Exit 104 in the Village of Monticello. The vehicle was in violation of several New York State Vehicle and Traffic Laws. Troopers initiated a traffic stop and interviewed the operator, identified as Chaunrel Cooper, 39, of the Bronx, NY. The vehicle also contained a 31-year-old female from New York, NY, and a 5-year-old child seated in the back of the vehicle.
A subsequent exterior search of the vehicle, assisted by K9 Kell, resulted in a positive alert for narcotics. Troopers then conducted a more thorough search of the vehicle, uncovering approximately 4 pounds of methamphetamine.
Cooper and his two passengers were transported to State Police Liberty, where Cooper took full responsibility for the narcotics. He further stated that the 31-year-old female was unaware of the narcotics being transported in the vehicle. The female passenger and the child were released, while Cooper was arrested and charged.
Cooper was charged with the following:
Criminal Possession Controlled Substance 2nd Degree Methamphetamine (A Felony)
Criminal Possession Controlled Substance 3rd Degree Intent To Sell (B Felony)
Endangering The Welfare Of A Child (A Misdemeanor)
Cooper was arraigned at the Village of Monticello Court on March 6, 2025, at 6:00 p.m. He was remanded to Sullivan County Jail without bail and is due back in court on March 10, 2025, at 9 a.m.
New York State Police Investigate Robbery and Assault at Eastview Mall
The New York State Police in Canandaigua have arrested a suspect in connection with a robbery and assault that took place at Macy’s in Eastview Mall on March 4, 2025.
At approximately 9:52 p.m., Troopers were dispatched to Macy’s after a male suspect, later identified as Jack L. Miles, age 67, of Rochester, NY, allegedly stole six winter jackets and pepper-sprayed a female store employee when confronted. The suspect fled the scene before law enforcement arrived.
Following an extensive investigation, State Police and Ontario County Sheriff’s Deputies identified a vehicle linked to the crime. On March 5, 2025, law enforcement located the vehicle outside Macy’s. Upon investigation, Troopers identified Miles inside the vehicle and took him into custody without incident.
Miles was processed at SP Canandaigua and transported to the Ontario County Jail for CAP arraignment on charges of:
- Robbery 2nd (C Felony)
- Assault 2nd (D Felony)
- Grand Larceny 4th (E Felony)
The victim, an 84-year-old store employee, sustained injuries from the pepper spray but declined medical treatment at the scene.
NYSP continues to work with Macy’s Loss Prevention and Ontario County authorities in the ongoing investigation.
Miles is being held without bail until his preliminary hearing scheduled for March 11, 2025, in Victor Town Court.
Troopers in Cortland County respond to numerous crashes
On March 6, 2025, New York State Police, the Cortland County Sheriff’s Department and numerous fire companies responded to numerous crashes just after 5:00 p.m. along Interstate 81. The northbound lanes of I-81 between Cortland (exit 54) and Preble (exit 63) were shut down turning I-81 into a parking lot until one lane was opened around 7:30 p.m.

At approximately 5:03 p.m., New York State Police at Homer responded to a report that a Hyundai Sonata rear ended a Jeep Compass at the on ramp from State Route 281 onto Interstate 81 in the town of Cortlandville. No injuries were reported.
At approximately 5:22 p.m., New York State Police at Homer responded to Interstate 81 south in the town of Preble for Chevrolet Tahoe that was pulling a trailer in left lane when the vehicle slid in front of tractor trailer. The tractor trailer collided with the trailer that the Chevrolet Tahoe was pulling. The driver of the Chevrolet Tahoe complained of pain but did not wish to be transported to a hospital.
At approximately 5:35 p.m., New York State Police at Homer responded to a one-vehicle crash on Interstate 81 north near mile marker 61 in the town of Preble. An investigation indicated that a Chevrolet Tahoe was traveling north in the left lane when attempting to move to the right lane, lost traction and left the roadway, spun and made contact with trees. No injuries were reported.
At approximately 5:41 p.m., New York State Police at Homer responded to a report that a two door Toyota sedan slid off the roadway on State Route 281 in Cortlandville. The operator was able to get out on their own with the Trooper’s assistance.
At approximately 6:00 p.m., New York State Police at Homer responded to a report of a car carrier that jack knifed along Interstate 81 near mile marker 57 in the town of Homer. An investigation determined that the car carrier was traveling north when the vehicle slid, the guard rail and broke a trailer axle. None of the vehicles on the car carrier were damaged.
