Brewster man arrested for Aggravated DWI after driving Tractor with plow on Interstate 287
On February 15, 2025, at approximately 6:29 pm, Troopers from SP Tarrytown were dispatched for a report of a male sleeping in a tractor with a plow blocking the Interstate 287 Eastbound exit 3 ramp (on-ramp to Sprain Brook Parkway) in Elmsford.
When the Troopers arrived, they located a red 2024 Yanmar with the motor running, blocking the exit ramp. The operator was woken up and identified as Kleber Geovanny Lliguisaca, age 47, of Brewster, NY. Due to his level of intoxication, SFSTs were unable to be performed, and he was placed into custody and transported to SP Tarrytown. At SP Tarrytown, he provided a 0.22% BAC. Additionally, the tractor was unregistered, and Lliguisaca was found to be unlicensed.
Kleber Geovanny Lliguisaca was arrested for Aggravated DWI (an unclassified misdemeanor), Unlicensed Operation of a motor vehicle, and several vehicle and traffic violations. He was issued traffic tickets and is scheduled to appear in the Elmsford Village court on February 26th, 2025, at 9:30 am.
Traffic Stop Leads to Drug-Related Arrests in Bath, NY
On February 16, 2025, at approximately 10:39 p.m., a New York State Police in Bath initiated a traffic stop for traffic violations on East William Street in Bath, Steuben County.
During the stop, the Bath Police Department arrived on the scene to assist. The driver was identified as Joseph L. Burleson, age 60, of Savona, NY. Two passengers were also present in the vehicle.
Upon further investigation, the front passenger was identified as Robert E. Wright, age 42, of Campbell, NY, and the rear passenger was identified as Terry L. Bulkley, age 44, of Bath, NY. While exiting the vehicle, drug paraphernalia was observed on the floorboard. Additional drugs were in the vehicle and on Wright’s person.
A subsequent search resulted in the recovery of:
- 1 gram of suspected methamphetamine crystal
- Methamphetamine residue
- Suboxone tablets without a prescription
- Digital scales and additional drug paraphernalia
Wright was taken into custody, and Bulkley was found to have an active warrant from the Corning Police Department.
Arrests and Charges
Robert E. Wright was charged with:
- Criminal Possession of a Controlled Substance 7th (A Misdemeanor)
- Criminal Use of Drug Paraphernalia (A Misdemeanor)
Terry L. Bulkley was taken into custody on an active warrant and transferred to Bath PD.
Both individuals were transported to SP Bath for processing before being taken to the Steuben County Jail for arraignment in CAP Court on February 17, 2025, at 8:30 a.m.
New York State Police Arrest Steuben County Man on Weapons and Domestic Violence Charges
On February 16, 2025, at approximately 9:03 p.m., the New York State Police in Painted Post responded to a domestic incident at a residence on Sprague Road in the town of Addison, Steuben County.
Upon arrival, Troopers spoke with the caller, Samuel K. Byler, age 33, who reported that the victim refused to leave his residence. Byler granted Troopers permission to enter the home, where they located the victim.
During the investigation, it was alleged that earlier in the day, Byler had pointed a sawed-off shotgun at the victim and would not let the victim leave the residence.
Troopers subsequently located a break-action shotgun with an approximately 18-inch barrel behind the residence. The firearm was recovered.
Following further investigation, Byler was taken into custody and charged with:
Criminal Contempt in the 1st (E Felony)
Criminal Possession of a Weapon in the 3rd (D Felony)
Menacing in the 2nd (A Misdemeanor)
Unlawful Imprisonment in the 2nd (A Misdemeanor)
Byler was processed at SP Painted Post before being transported to the Steuben County Jail for CAP arraignment scheduled for February 17, 2025, at 8:00 a.m.
Update: Arrests made in Chenango County Animal Cruelty Case
The New York State Police Bureau of Criminal Investigation has made arrests in connection with a case of animal neglect in Chenango County.
On January 22, 2025, approximately 56 animals were removed from a property on Mudge King Road in the town of North Norwich. During the execution of a search warrant, 30 horses, a pig, seven sheep, four goats, four chickens, seven dogs and three cats were in need of immediate care and were transported to various animal rescue locations throughout the area. Over 12 dead animals were observed on the property that included horses, goats, pigs and chickens.
On February 14, 2025, at approximately 9:48 a.m., New York State Police arrested Fiona R. Taylor, age 24 of Norwich, NY and on February 18, 2025, at approximately 9:11 a.m., New York State Police arrested Lauren M McKendry, age 47 of Norwich, NY.
Each of the women have been charged with 16 counts of the class “E” felony of the Agriculture Markets Law Aggravated Cruelty to Animals and 65 counts of the misdemeanor of the Agriculture Markets Law Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance
Both women were issued appearance tickets and are scheduled to appear at the North Norwich Town Court on February 26, 2025.

State Police Arrest Windham Man Following a Physical Altercation in Durham
Legg was arraigned at the town of Durham court and was transported to Columbia Memorial Hospital in Albany.
New York State Police Assisting with Perimeter Security at Several NYSDOCCS Facilities
Albany, NY – The New York State Police are assisting the New York State Department of Corrections and Community Supervision (NYSDOCCS) by providing outer perimeter security at select correctional facilities experiencing job action strikes or increased staff absences.
Since last evening, NYSP personnel have been deployed to several facilities to maintain a presence on facility grounds, ensuring DOCCS staff can focus their efforts on interior security operations.
At this time, the NYSP role remains limited to external security support.
Ellenburg female arrested for assault 2nd and CPW 4th
On February 17, 2025, State Police members arrested Cathy A. Provost, age 69, of Ellenburg Depot, NY, for assault 2nd, and criminal possession of a weapon 4th.
On February 17, 2025, at approximately 4:38 a.m., Troopers responded to a residence on Military Turnpike in the town of Altona following a report of a stabbing. The investigation revealed that Provost and the victim had engaged in a verbal argument that escalated into a physical confrontation, during which Provost used a kitchen knife to stab the victim twice in the chest.
Provost was taken into custody and transported to the State Police barracks in Champlain for processing.
The victim was treated by Altona EMS but later opted against further medical attention from a hospital since the wounds were superficial and not serious.
Provost was arraigned in the Town of Mooers Court, where she was ultimately released on her own recognizance.
State Police arrest Saratoga man for Child Pornography Possession
On February 14, 2025, State Police of Saratoga, with the assistance of the Troop G Computer Crimes Unit, the Internet Crimes Against Children Taskforce, and the U.S. Department of Homeland Security, arrested Nathaniel O. Chaput, 27, of Saratoga, NY, for Promoting a Sexual Performance by a Child, a class “D” felony, and Possessing a Sexual Performance by a Child, a class “E” felony.
Chaput is accused of promoting and possessing images consistent with child sexual exploitation. His arrest followed an investigation and the execution of a search warrant at his Saratoga, NY, residence on February 14, 2025. The investigation stemmed from a cyber tip from the National Center for Missing and Exploited Children (NCMEC).
Chaput was arrested at his home and transported to SP Saratoga for processing. He was then arraigned at the Saratoga Town Court, where he was remanded to the Saratoga County Correctional Facility in lieu of $10,000 cash, $20,000 bond, or $100,000 partially secured bond.
