State Police arrest three following a Malta shoplifting complaint

- Two counts of Criminal Possession of a Controlled Substance in the seventh degree
- Petit Larceny
On February 12, 2025, Troopers responded to a gas station in Malta, NY, for the report of a theft. The alleged suspect was still in the business’s parking lot in a vehicle and identified as Zahaba. Lapointe, who provided false identifying information to Troopers, was in the vehicle’s driver’s seat, and Hooper was an additional passenger. The investigation discovered multiple containers in the vehicle containing controlled substances and a glass smoking device containing drug residue.
All three were arrested and transported to SP Saratoga for processing. Lapointe’s true identity was discovered during his processing. All three suspects were then arraigned at the Malta Town Court. Zahaba and Hooper were released on their own recognizance. Lapointe was remanded to the Saratoga County Correctional Facility without bail.
State Police arrest Halfmoon man for possessing more than $70,000 of stolen merchandise
On February 12, 2025, State Police assigned to the Troop G Community Stabilization Unit arrested Charles W. Giddings, 40, of Halfmoon, NY, for Criminal Possession of Stolen Property in the second degree and Conspiracy in the fourth degree.
On February 12, 2025, a search warrant was executed at Giddings’s Halfmoon, NY, home, where more than $70,000 of reportedly stolen merchandise was discovered. The warrant resulted from an investigation into multiple organized retail thefts in New York and Vermont. It determined that Giddings allegedly utilized Facebook Marketplace and conspired with individuals he knew had stolen the items.
Giddings was transported to SP Latham for processing. He was then arraigned at the Halfmoon Town Court, where he was remanded at the Saratoga County Correctional Facility.
State Police continue to pursue all leads in the Daniel Frament homicide investigation.

On April 18, 2024, Daniel Frament, 76, was attacked and murdered on the Empire State Trail in Menands, NY. Investigators have received and followed hundreds of leads related to the case.
During the investigation, they discovered a similar homicide of an off-duty Pennsylvania State Police Liquor Control Enforcement Agent that occurred on the Montour Trail in Moon, PA, on October 21, 2024. The Allegheny County Police Department investigated the murder. Anthony A. Quesen, 25, of Baltimore, MD, was arrested and charged with Criminal Homicide as a result of their investigation. Quesen remains in custody at this time and is presumed innocent until proved guilty in a court of law.
Quesen also goes by the alias “Antonia Kaseim”. Quesen has a history of violent behavior and is known to be transient with travels to multiple states. Due to the similarities in these crimes, New York State Police are attempting to locate any witnesses that may have observed Quesen in the Menands, NY, area around the time of Mr. Frament’s murder. Quesen is only a person of interest at this time and there is no direct evidence linking him to the murder of Mr. Frament.

**Update: State Police investigate a missing person in the town of Peru
On February 13, 2025, the New York State Police and New York State Forest Rangers conducted a coordinated search effort along County Route 26 in the town of Franklin, Franklin County, as part of the ongoing homicide investigation of Jahfari Joseph.
During the search, officers located a deceased male, who has been tentatively identified as Joseph. The Franklin County Coroner’s Office, represented by Coroner Myron O. Leonard, Jr., responded to the scene and authorized the removal of the body. An autopsy is tentatively scheduled for Sunday, February 16, in Glens Falls, NY.
The State Police and Forest Rangers were assisted by the Plattsburgh City Police Department and the Duane Fire Department.
This remains an active investigation. No further details are available at this time.
The New York State Police continue to aggressively search for the body of Jahfari J. Joseph, 40, from Plattsburgh, NY. During this investigation, over 225 leads have been investigated, numerous search warrants have been executed, and many interviews have been conducted. The State Police will continue to work vigorously until Joseph’s body is located.

Members of the New York State Police, New York State Forest Rangers, the Tri-County SRT, Plattsburgh Police Department, New York State Department of Environmental Conservation, the Clinton County Sheriff’s Department, and HSI have been actively conducting organized searches in the areas of Irish Settlement Road in the town of Plattsburgh and Cass Road in the town of Saranac searching for evidence in the ongoing homicide investigation. They are utilizing multiple different resources such as K9s and drones in those areas.

On January 7, 2025, the New York State Police with the assistance of the Plattsburgh Police Department arrested Timothy Timmons, 61, of Plattsburgh, NY, for Murder 2nd degree.
Jahfari J. Joseph, 40, of Plattsburgh, NY, was reported missing to the Plattsburgh Police Department. The New York State Police executed multiple search warrants, processed the scene, and conducted multiple interviews to gather evidence resulting in an arrest of Timmons.
Timmons was processed at SP Plattsburgh and arraigned in the Town of Peru. He was remanded to Clinton County jail without bail.
The New York State Police is assisted in this investigation by the Clinton County District Attorney’s Office, Plattsburgh Police Department, Clinton County Sheriff’s Department, and Homeland Security Investigations, and the New York State Police’s Forensics Identification Unit continues to process multiple scenes.
This does not appear to be a random act of violence, and there is no ongoing threat to the community.

On January 6, 2025, at approximately 10:00 a.m., the New York State Police responded to 646 Fuller Road, Peru, as part of a missing person investigation. Jahfari J. Joseph, 40, from Plattsburgh, NY, is a black male weighing approximately 142 lbs, approximately 5’7”, with black hair and brown eyes. Joseph has been missing since December 29, 2024. Anyone having information regarding his disappearance is asked to call State Police Communications at 518-563-3761.
This is an ongoing investigation, being worked on in conjunction with the City of Plattsburgh Police Department and Clinton County Sheriff’s Department.
