State Police members investigate a fatal collision in the town of Crown Point

On February 8, 2025, at approximately 8:52 a.m., State Police responded to a serious personal injury accident near the intersection of State Route 9N and Sugar Hill Road in the town of Crown Point.

An investigation revealed that a blue 2007 Ford F-250 truck, operated by 19-year-old Anthony L. Fenimore from Chestertown, NY, was traveling north on State Route 9N. As an uninvolved vehicle applied its brakes, Fenimore swerved into the southbound lane, colliding head-on with a gray 2017 Dodge Caravan.

The Dodge Caravan driver was identified as 62-year-old Deborah A. Simpson from Mineville, NY, with 85-year-old James B. Simpson, also from Mineville, as her passenger.

James B. Simpson was transported to the University of Vermont Health Network Elizabethtown Community Hospital – Ticonderoga Campus, where he later succumbed to his injuries. Deborah A. Simpson was taken to the University of Vermont Medical Center for treatment of non-life-threatening injuries.

Fenimore and the 17-year-old male passenger in the Ford F-250 were medically examined on the scene. Fenimore did not request further medical attention and signed a waiver for hospitalization. The 17-year-old later went to the University of Vermont Health Network Elizabethtown Community Hospital – Ticonderoga Campus for a more thorough examination but did not sustain any life-threatening injuries.

State Police members were assisted on the scene by Crown Point Fire, Crown Point EMS, Lamoille Valley EMS, and Ticonderoga EMS.

This is an ongoing investigation.


Champlain female arrested for menacing 2nd, CPW 4th, Obstruction of governmental administration 2nd, and resisting

On February 10, 2025, State Police members arrested Marica Blow, age 59, of Champlain, NY, for menacing 2nd, criminal possession of a weapon 4th, obstruction of governmental administration 2nd, and resisting arrest.

On February 10, 2025, at approximately 5:30 p.m., State Police members responded to Perry Mills Road in the town of Champlain for a menacing complaint. During the investigation, it was determined that Blow was upset, shouting, and threatening the victim. The victim slightly opened the door and saw that Blow was holding a knife in her left hand. Blow made a motion as if to stab the victim and issued threatening remarks. The victim then contacted law enforcement. Troopers arrived at Blow’s residence, where she initially refused to cooperate. 

Eventually, Blow was taken into custody and transported to SP Champlain for processing. She was later released on an appearance ticket, which is returnable to the Town of Champlain Court at a later date in March.


Super Bowl weekend DWI arrests

On February 7, 2025, at approximately 10:05 p.m., New York State Police at Owego arrested Isaac D. Mandyck, age 24 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  A Trooper on patrol heard a 911 radio transmission about a vehicle that was reported to be “all over the roadway” nearly striking another vehicle while on State Route 17.  The vehicle was observed by an Owego Police Officer to be failing to maintain its lane and committing other vehicle and traffic infractions.   When the Trooper arrived, he observed Mandyck displaying characteristics commonly associated with impairment.  After an investigation on scene, Mandyck was arrested.  He was transported to SP Owego where he was processed and issued appearance tickets to the Nichols Town Court on February 26, 2025, then turned over to a sober third party.

On February 7, 2025, at approximately 10:10 p.m., New York State Police at Sidney arrested Joseph B. Schneider, age 30 for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle pulling out of Byrne Dairy with vehicle and traffic infractions and initiated a traffic stop on State Route 12 in Norwich.   While interviewing Schneider, Troopers observed characteristics associated with impairment.  Schneider was asked to perform Standardized Field Sobriety Test, which were indicative of impairment.  Schneider was arrested and transported to SP Norwich where he was processed and issued appearance tickets to the Norwich City Court on March 11, 2025. Schneider was released to a sober third party.

On February 7, 2025, at approximately 10:19 p.m., New York State Police at Homer arrested Randi L. Prieve, age 47 of Groton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  While at a Sobriety Checkpoint on Dryden Road, a Trooper observed a vehicle approach the checkpoint and make a u-turn, traveling back in the direction they came from.  The Trooper then observed the operator fail to stop at a stop sign on Railroad Street and Fall Creek Road before continuing onto Route 38.  A traffic stop was made on Route 38.  While interviewing Prieve, the Trooper noted an odor of an alcoholic beverage and other characteristics associated with impairment.  After performing Standardized Field Sobriety Tests poorly, Prieve was arrested.  She was transported to SP Ithaca where her reportable B.A.C was .20%.  Prieve was processed then issued appearance tickets to the Dryden Town Court on February 24, 2025, then turned over to a sober third party.

On February 8, 2025, at approximately 12:08 a.m., New York State Police at Oneonta arrested Maria T. Cortes Benintez, age 51 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Troopers on Birdsall Street in Norwich observed a vehicle with vehicle and traffic infractions and initiated a traffic stop. While interviewing Cortes Benintez a Trooper smelled an odor of an alcoholic beverage.  Cortes Benintez was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Cortes Benintez was arrested and transported to SP Norwich where her reportable B.A.C was .15%.  She was processed and issued appearance tickets to the Norwich City Court on March 11, 2025, then turned over to a sober third party.

On February 8, 2025, at approximately 12:56 a.m., New York State Police at Homer arrested Travis L. McGraw, age 35 of Preble, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to the Preble Motel Bar on Preble Road for a report of an intoxicated male.  Troopers arrived to find that another patron blocked McGraw with his own vehicle after he saw McGraw attempting to leave in his vehicle while in an impaired state.  McGraw was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  McGraw was arrested and transported to SP Homer where his reportable B.A.C was .14%.  McGraw was processed and issued appearance tickets to the Preble Town Court on March 11, 2025.

On February 8, 2025, at approximately 10:00 p.m., New York State Police at Oneonta arrested Steven Frazier, age 50 of Keeseville, NY for the class “E” felony of Aggravated Driving While Intoxicated with a Child Passenger Less than 16 (Leandra’s Law).  A Trooper was dispatched to a two-vehicle crash on Interstate 88 involving a four-door sedan and a DOT plow truck.  An investigation revealed that while attempting to pass a plow truck, the left wing of the plow truck and the four-door sedan made contact. A 14-year-old male passenger was transported to Bassett Hospital for injuries he sustained to his right arm in the collision.  While interviewing Frazier, the Trooper observed characteristics associated with impairment.  Frazier was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta for processing.  He was issued appearance tickets to the Worcester Town Court on March 4, 2025, and turned over to a sober third party.

On February 8, 2025, at approximately 6:05 p.m., New York State Police at Norwich arrested Douglas M. Conners, age 57 of Johnson City, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to Main Street in Johnson City for a report of a one-vehicle crash. Once on scene, Troopers observed that a vehicle struck a NYSEG utility pole.  While interviewing Conners about what happened, a Trooper smelled an odor of an alcoholic beverage along with other characteristics associated with impairment. Connors was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Connors was transported to UHS Wilson Medical Center to be checked out.  Upon release from the hospital he was processed at SP Endwell then turned over to the Broome County Correctional Facility for Centralized Arraignment.

On February 9, 2025, at approximately 2:44 a.m., New York State Police at Ithaca arrested Layla Pickens-Shlulsky, age 20 of Ithaca, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle that struck a mailbox on Slaterville Road in the town of Ithaca. Troopers interviewed Pickens-Shlulsky at her residence.  An investigation revealed that Pickens-Shlulsky was the one driving the vehicle and was impaired at the time that she struck the mailbox.  Pickens-Shlulsky was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  She was arrested and transported to SP Ithaca where here reportable B.A.C was .17%. Pickens-Shlulsky was processed and issued appearance tickets to the Ithaca Town Court on February 25, 2025.

On February 9, 2025, at approximately 11:59 p.m., New York State Police at Endwell arrested Jameson K. Hanrahan, age 23 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed a vehicle speeding while on Watson Boulevard then on Farm to Market Road in the town of Union.  A traffic stop was initiated, and while interviewing Hanrahan a Trooper observed characteristics commonly associated with impairment.  Hanrahan was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Hanrahan was arrested and transported to SP Endwell where his reportable B.A.C was .17%. Hanrahan was processed and issued appearance tickets to the Union Town Court on February 25, 2025, then turned over to a sober third party.


State Police Arrest Endicott Man for Kidnapping and Custodial Interference

On February 5, 2025, The New York State Police Liberty Bureau of Criminal Investigation (BCI) announce the arrest of John Tonchen, age 54, of Endicott, NY, for Kidnapping in the Second Degree (B Felony) and Custodial Interference in the First Degree (E Felony).

The investigation began on September 20, 2024, when troopers from the Liberty Barracks responded to a report of a runaway juvenile from Camp Covenanter in White Lake, NY. The 16-year-old male was reported missing after missing dinner at the camp, and the camp director discovered that the victim’s belongings were also missing.

Following further investigation, authorities located the victim in Canton, Michigan, with Tonchen, the victim’s non-custodial parent. Tonchen admitted to bringing the 16-year-old victim to Michigan. On September 21, 2025, Tonchen was arrested in Canton, Michigan pursuant to an extraditable arrest warrant issued by New York State Police for Kidnapping in the Second Degree and turned over to Northville Police in Michigan on unrelated charges.

On February 5, 2025, Tonchen was extradited from the Wayne County Jail in Detroit, Michigan, and returned to New York State. He was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail on $125,000 cash bail, $250,000 bond, and $500,000 partially secured bond. Tonchen is scheduled to appear in the Town of Bethel Court on February 10, 2025, at 10:00 a.m.


*UPDATE* State Police arrest Clifton Park childcare worker

*Update* February 11, 2025

On February 7, 2025, State Police of Clifton Park arrested Tia M. Sauvie, 33, of Johnsonville, NY, for Endangering the Welfare of a Child.

The continued investigation determined Sauvie, who was also a daycare workerwas allegedly present when the child sustained injuries and failed to intervene or call for medical treatment.

Sauvie surrendered herself to SP Clifton Park, where she was arrested and processed. She was issued an appearance ticket returnable to the Clifton Park Town Court on February 12, 2025, and released.

On January 30, 2025, State Police of Clifton Park arrested Amy J. Henninger, 48, of Ballston Spa, NY, for Assault in the second degree and Endangering the Welfare of a Child.

On January 22, 2025, at about 12:29 a.m. Troopers received information that a toddler received injuries while in the care of the SmartEarly Learning Center in Clifton Park, NY. The child had been left in the facility’s care on January 21, 2025, from approximately 9 a.m. until the parent picked the child up at about 2 p.m. Later in the evening, the parent observed injuries on the child, and they were brought to Albany Medical Center for evaluation and treatment. The investigation determined Henninger, who works at the childcare facility, allegedly struck the child, causing bruising and scratches. The injuries did not require hospital admission, and the child is expected to recover fully.

Henninger surrendered herself to SP Clifton Park, where she was arrested and processed. She was then arraigned at the Clifton Park Town Court and released on her own recognizance.

SmartEarly Learning Center cooperated with the investigation and advised that Henninger’s employment has been terminated.
