State Police arrest two following Fonda traffic stop
On April 4, 2025, State Police arrested Alexander Rivera, 45, of Amsterdam, NY, for:

- Two counts of Criminal Possession of a Controlled Substance in the third degree
- Criminal Possession of a Controlled Substance in the fifth degree
- Criminal Possession of a Controlled Substance in the seventh degree
- False Personation
- Criminally Using Drug Paraphernalia in the second degree
- Multiple Vehicle and Traffic Law violations
Amanda Giblin, 37, of Fonda, NY, was also arrested for:

- Criminal Possession of a Controlled Substance in the fifth degree
- Criminal Possession of a Controlled Substance in the seventh degree
On April 4, 2025, at about 4:04 a.m. Troopers stopped a vehicle on East Main Street in Fonda, NY, for a Vehicle and Traffic Law violation. The driver, who was later identified as Rivera, provided false identifying information but was later determined to have an active warrant for his arrest. He was taken into custody, and the passenger was identified as Giblin. The investigation located felony narcotics among Giblin’s personal belongings, and she was also arrested. A further search of the vehicle discovered drug paraphernalia and more than 70 grams of a substance that field tested positive for the presence of cocaine.
Rivera and Giblin were both transported to SP Fonda for processing. Both were then arraigned at the Mohawk Town Court. Giblin was released on her own recognizance, and Rivera was remanded to the Montgomery County Correctional Facility without bail.
State Police Arrest Ogdensburg Man for Manufacturing Ghost Guns

On April 3, 2025, a search warrant was executed at a residence on Covington Street in the city of Ogdensburg relating to a ghost gun manufacturing case led by the Special Investigations Unit – Marcy, Gun Trafficking Interdiction Unit. The six-month long investigation led to the arrest of Patrick Murphy, age 39, of Ogdensburg. Recovered from the residence Murphy was using to manufacture the firearms were the following items:
- (7) handguns (ghost guns)
- (3) AR style assault rifles (ghost guns)
- (1) 3D printer
- Multiple 3D printed lower handgun receivers and rifle frames
- Hundreds of rounds of various ammunition
- Numerous 3D printed high-capacity magazines in various calibers
- Miscellaneous gun parts
- Computer and other electronic devices associated with the manufacturing of ghost guns
Murphy was charged with one count of Criminal Possession of a Firearm in the 1st Degree (B felony); one count of Criminal Possession of a Firearm in the 3rd Degree (D felony); one count of Criminal Possession of a Firearm in the 4th Degree (A misdemeanor). He was ordered held at the St. Lawrence County Jail in lieu of $25,000 Cash Bail/$50,000 Bond. He scheduled to appear in Ogdensburg City Court on April 8 at 10:00 a.m.
The investigation is ongoing and additional charges are expected.
State Police in Troop G make notable DWI arrests 3/28 -4/3
Late entry– On March 16, 2025, at about 12:49 p.m., State Police of Clifton Park responded to the reports of an erratic vehicle on I-87 in Clifton Park, NY. The vehicle was located unoccupied on Foxwood Drive in Clifton Park, NY. The driver was located nearby and identified as Daniela S. Paixaoesilva, 51, of Clifton Park, NY. During the investigation, Paixaoesilva was uncooperative, resisted arrest, and struck Troopers. It was also discovered that a child under the age of 16 was in the vehicle during the incident. Paixaoesilva was arrested for Aggravated Driving While Intoxicated with a Child (Leandra’s Law), Endangering the Welfare of a Child, two counts of Obstructing Governmental Administration in the second degree, Resisting arrest, Harassment in the second degree and Vehicle and multiple Traffic Law violations. She was transported to SP Clifton Park for processing, where she continued to be uncooperative and refused to provide a sample to determine the alcohol content of her blood. Paixaoesilva was arraigned at the Clifton Park Town Court, where she was released on her own recognizance. On March 26, 2025, Paixaoesilva returned to SP Clifton Park to be photographed and fingerprinted as ordered by the court.
On March 28, 2025, at about 4:20 p.m., State Police of Saratoga responded to the reports of an erratic vehicle on North Line Road in Milton, NY. The vehicle described was located unoccupied in the area of Bear Creek Trail. The driver was located nearby and identified as Rebecca A. Lepkowski, 45, of Ballston Spa, NY. Lepkowski was arrested for Driving While Intoxicated. She was transported to SP Saratoga for processing, where she recorded a 0.20% BAC. Lepkowski was issued tickets, returnable to the Milton Town Court, and released.
On March 29, 2025, at about 8:22 p.m., State Police of Saratoga stopped a vehicle on Blacksmith Drive in Malta, NY, for multiple Vehicle and Traffic Law violations. The driver was identified as Timothy A. Rock, 55, of Clifton Park, NY. Rock was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Saratoga for processing, where he recorded a 0.27% BAC. Rock was issued tickets returnable to the Malta Town Court on May 8, 2025, and released.
On March 29, 2025, at about 11:55 p.m., State Police assigned to the Northway Interstate Patrol stopped a vehicle on State Route 9 in Malta, NY, for a Vehicle and Traffic Law violation. The driver was identified as Vanessa L. Wallace, 40, of Staten Island, NY. Also located in the vehicle were two children under the age of 16, which were turned over to a family member. Wallace was arrested for two counts of Aggravated Driving While Intoxicated with a Child (Leandra’s Law), Two Counts of Endangering the Welfare of a Child, and other Vehicle and Traffic Law violations. She was transported to SP Saratoga for processing, where she recorded a 0.09% BAC. Wallace was issued tickets returnable to the Malta Town Court on April 3, 2025, and released.
On March 31, 2025, at about 10:19 p.m., State Police of Saratoga stopped a vehicle on Greenfield Avenue in Milton, NY, for a Vehicle and Traffic Law violation. The driver was identified as Joshua R. Farrow, 39, of Ballston Spa, NY. Farrow was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Saratoga for processing, where he recorded a 0.19% BAC. Farrow was issued tickets returnable to the Milton Town Court on April 9, 2025, and released.
On March 31, 2025, at about 11:50 p.m., State Police of Wilton stopped a vehicle on I-87 in Saratoga Springs, NY, for a Vehicle and Traffic Law violation. The driver was identified as Monica M. Amaral, 27, of New Bedford, MA. Amaral was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. She was transported to SP Wilton for processing, where she recorded a 0.28% BAC. Amaral was issued tickets returnable to the Saratoga Springs City Court on April 29, 2025, and released to a sober third party.
On April 1, 2025, at about 2:02 a.m. State Police of Saratoga responded to the reports of a one-car crash on Round Lake Road in Malta, NY. Following the crash, the driver fled on foot but was later located in the area of Everest Drive and identified as Michael D. Redd, 23, of Mechanicville, NY. Redd was arrested for Driving While Intoxicated and other Vehicle and Traffic Law violations. He was transported to SP Saratoga for processing, where he recorded a 0.18% BAC. Redd was issued tickets returnable to the Malta Town Court on May 1, 2025.
On April 1, 2025, at about 8:59 p.m., State Police of Wilton responded to the reports of a two-car crash in the area of Saratoga Road in Moreau, NY. One of the drivers was identified as Meghan M. Murray, 53, of South Glens Falls, NY. Murray was arrested for Driving While intoxicated and other Vehicle and Traffic Law violations. She was transported to SP Wilton for processing, where she recorded a 0.19% BAC. Murray was issued tickets returnable to the Moreau Town Court on April 23, 2025, and released to a sober third party. No injuries were reported as a result of the crash.
New Jersey Woman is Arrested for Driving Stolen Vehicle
Bronx, NY– On March 3, 2025, Troopers from Troop NYC, SP Bronx were patrolling south on Interstate 295, around exit 9 where they observed a white BMW 330e Series, operated by Xazeria White, age 20, of Neptune NJ, committing multiple Vehicle and Traffic Law violations. The Troopers initiated a Vehicle and Traffic stop in the area of Bronx County, exit 9. During the investigation, it was discovered that the BMW Miss White was operating, had forged temporary New Jersey license plates, and was reported stolen from North Brunswick, New Jersey. White was placed under arrest and transported to the NYPD 45th Precinct where she was charged with Criminal Possession of Stolen Property in the 4th Degree, a Class E Felony; Possession of a Forged Instrument in the 2nd Degree, a Class D Felony; and Unauthorized Use of a Vehicle in the 3rd Degree, a Class A Misdemeanor, as well as several VTL charges. White was remanded to Bronx Central Booking where she awaits arraignment on the charges.
NYSP arrest Broome County man for child porn and drug charges
On April 4, 2025, the New York State Police Bureau of Criminal Investigations at Endwell with the assistance of the Troop C Computer Crimes and the Internet Crimes Against Children Task Force arrested Thomas P. Murray, age 33 of Johnson City, NY for possessing child pornography and possession of suspected illegal illicit substances.
During the execution of a search warrant on April 4, 2025, on Zoa Avenue in the village of Johnson City, Murray was found to be in possession of images consistent with child sexual exploitation. Murray was also found to be in possession of suspect illegal illicit substances and materials consistent with manufacturing methamphetamine which prompted the response of the Contaminated Crime Scene Emergency Response Team (CCSERT).
Following an investigation on scene, Murray has been charged with the following crimes:
- Criminal Possession of a Controlled Substance in the third degree, a class “B” felony
- Criminal Possession of a Controlled Substance in the fourth degree, a class “C” felony
- Unlawful Manufacture of Methamphetamine in the third degree, a class “D” felony
- Promoting a Sexual Performance by a Child, a class “D” felony
- Possessing a Sexual Performance by a Child (five counts), a class “E” felony
- Criminally Using Drug Paraphernalia in the second degree, a class “A” misdemeanor
Murray was processed at SP Endwell and then turned over to the Broome County Jail for Centralized Arraignment.
Fatal Motor Vehicle Collision on Old Post Road in Marlborough
On April 5, 2025, at approximately 5:22 a.m., troopers from State Police Highland responded to a fatal motor vehicle collision on Old Post Road in the town of Marlborough.
The investigation revealed that the operator and sole occupant of a 2014 Kia Sorento, identified as Mariah Hyde, age 34, of Poughkeepsie, NY, was traveling northbound on Old Post Road when she lost control of the vehicle and struck a tree on the eastern shoulder of the roadway. Hyde succumbed to her injuries and was pronounced deceased at the scene.
Troopers were assisted at the scene by the Town of Marlborough Police Department.

Man Arrested in Middletown for Posing as Union Representative and Defrauding Victims

On April 4, 2025, the State Police Bureau of Criminal Investigation (BCI) in Middletown announced the arrest of Armando J. Alarcon, 57, of Middletown, NY, following a months-long investigation. Alarcon has been charged with Grand Larceny in the 4th Degree, a Class E Felony, and Scheme to Defraud in the 1st Degree, a Class E Felony.
Alarcon was arrested after reports indicated that he had posed as a representative of the Ironworkers Local 580 Union. He informed individuals that he could facilitate their membership into the union for a fee. After receiving payment, Alarcon would provide victims with a projected start date but would cease communication shortly thereafter.
On April 4, 2025, Alarcon was located and taken into custody. Alarcon was issued an Appearance ticket returnable to the Town of Wallkill Court on April 16, 2025 at 9:00 a.m.

Fatal collision in Concord
On April 5, 2025, Troopers out of SP Boston responded to Brown Hill Road in the town of Concord for a possible vehicle collision. Troopers arrived on scene to find a 2017 Ford in the ditch, partially engulfed in flames. Troopers attempted to put the fire out with negative results. Boston Fire Department arrived on scene and extinguished the fire. Investigation determined that the only occupant in the Ford was the operated by Sean J. Quinnn, 59 of Concord, NY who was deceased. Quinnn was taken to Erie County Medical Center for an autopsy. This is an active investigation.
