New York State Police Announce Opening of New Barracks at SP Hornell, Closure of SP Wayland and SP North Hornell Facilities

[Hornell, NY]– The New York State Police are pleased to announce the official opening of a new barracks at State Police (SP) Hornell, which will replace the existing facilities at SP Wayland and SP North Hornell. This transition is part of an ongoing effort to enhance public safety, improve operational efficiency, and better serve the communities of Steuben County and surrounding areas.

The new SP Hornell barracks, strategically located to improve accessibility and response times, are equipped with modern facilities designed to support the evolving needs of law enforcement. The relocation allows troopers to operate from a more centralized and efficient base, strengthening their ability to respond swiftly to emergencies and provide proactive policing services.

“The safety and security of our residents remain our top priority,” said Troop E Commander Major Kevin Sucher of the New York State Police. “By relocating to SP Hornell, we are ensuring that our troopers have the resources they need to serve the community effectively and uphold our commitment to public safety.”

The SP Wayland and SP North Hornell facilities have served the region for many years and will officially close as operations shift to the new Hornell location. While this marks the end of an era for SP Wayland and SP North Hornell, the move represents a step forward in enhancing law enforcement capabilities and improving service to residents and visitors alike.

The New York State Police thank the residents of Steuben County and surrounding communities for their continued support. Troopers will remain dedicated to providing the highest level of service and protection from their new headquarters in Hornell.

State Police are Investigating a Pedestrian Struck by Vehicle in Middletown

On April 1, 2025, at approximately 8:45 p.m., troopers from State Police Greenville responded to a report of a pedestrian struck by a vehicle on Dolson Avenue and County Route 78 in the city of Middletown.
The preliminary investigation revealed that a 2014 Mazda, operated by Nancy A. Zitzmann, age 64, of Middletown, NY, was traveling north on Dolson Avenue with a green light. The pedestrian identified as a 31-year-old male from Wurtsboro, NY, was walking east across the crosswalk at Dolson Avenue and County Route 78. Zitzmann failed to yield the right of way and struck the pedestrian head-on. Zitzmann remained at the scene and called for assistance.
First responders arrived on scene and performed life-saving measures on the victim. He was subsequently transported to Garnet Health Medical Center and later transferred by helicopter to Westchester Medical Center due to the severity of his injuries.
The 31-year-old male remains in critical condition.

Three individuals arrested for CPSP 3rd in the town of Fine

On April 2, 2025, State Police arrested Justin J. Caiazzo, age 47, from Russell, NY; Erin E. Roberts, age 48, from Star Lake, NY; and Angela P. Soldo, age 35, from Gouverneur, NY, for criminal possession of stolen property in the third degree.

On April 2, 2025, at approximately 5:00 p.m., Troopers responded to State Route 58 in the town of Fine to assist the St. Lawrence County Sheriff’s Department on a traffic stop. Their investigation revealed that a 2019 Honda motor trailer had been reported stolen from State Police Watertown. A deputy patrolling State Route 58 observed the stolen trailer and initiated a traffic stop. Troopers arrived at the scene and interviewed the driver, Soldo, along with passengers Caiazzo and Roberts.

All three occupants were taken into custody and transported to SP Gouverneur for processing. They were subsequently arraigned in the Town of Fowler Court and released on their own recognizance.


State Police investigated a Sexual Abuse 1st incident in the town of Canton

On April 2, 2025, State Police arrested Stephen M. Kocienski, 31, from Canton, NY, on charges of sexual abuse in the first degree and endangering the welfare of a child.

These charges stemmed from an incident that was reported in March 2024 involving an 11-year-old victim at a residence in the town of Canton, St. Lawrence County.

A thorough investigation led to Kocienski’s arrest. He was processed at SP Canton and subsequently arraigned in the Town of Canton Court. He was remanded to St. Lawrence County Jail with bail set at $30,000 cash, $60,000 bond, and a partially secured bond of $100,000.

State Police members were assisted by the St. Lawrence County District Attorney’s Officer and  St. Lawrence County Child Protective Services.

Troop F Community Stabilization Unit Arrest Newburgh Man on Weapons Charges Following a Traffic Stop

On April 2, 2025, at approximately 5:36 p.m., members of the Troop F Community Stabilization Unit (CSU) observed a 2021 GMC traveling on Clark Street in the city of Newburgh, NY, in violation of New York State Vehicle and Traffic Laws. Troopers initiated a traffic stop and interviewed the operator, a 24-year-old male, and his passenger, Savion Knight, age 23, both of Newburgh, NY.

 

During the investigation, troopers conducted a search of both individuals. More than six grams of crack cocaine were found on Knight’s person. As troopers were searching Knight, he became uncooperative and attempted to flee. A brief struggle ensued, and Knight was taken into custody. During the arrest, troopers also recovered an illegal firearm from Knight, which was later determined to have been stolen from the town of Shawangunk.

Once secured in the back of the troop car, Knight continued to resist, attempted to flee from the vehicle, and spat at the troopers while striking his head against the inside of the vehicle. Ultimately, he became cooperative and was transported to State Police Montgomery for processing.

The 24-year-old driver was issued Uniform Traffic Tickets and released at the scene without further incident.

Knight was evaluated by EMS at State Police Montgomery but refused additional medical attention.

Knight was charged with the following:

               •              Criminal Possession of a Weapon in the 2nd Degree Class C Felony

               •              Criminal Possession of a Weapon in the 3rd Degree Previous Conviction Class D Felony

               •              Criminal Possession of a Firearm Class E Felony

               •              Criminal Possession of a Narcotic Drug in the 4th Degree Class C Felony

               •              Two Counts of Assault in the 2nd Degree Class D Felony

               •              Criminal Possession of Stolen Property in the 4th Degree Firearm Class E Felony

               •              Criminal Possession of a Controlled Substance in the 7th Degree Class A Misdemeanor

               •              Resisting Arrest Class A Misdemeanor

               •              Reckless Endangerment of Property Class B Misdemeanor

               •              Obstructing Governmental Administration in the 2nd Degree Class A Misdemeanor

Knight was arraigned at the Orange County Central Arraignment Part and remanded to Orange County Jail. Bail was set at $25,000 cash, $50,000 bond, or $100,000 partially secured bond.


Pursuit in the town of Champlain leads to arrest

On April 2, 2025, State Police arrested Stephanie N. Wells, age 36, of Plattsburgh, NY. She was charged with obstruction of government administration in the second degree, resisting arrest, unlawful fleeing a police officer in a motor vehicle in the third degree, reckless driving, and operating a motor vehicle impaired by drugs in the first degree. Additionally, she received multiple vehicle and traffic tickets.

The incident occurred around 8:45 p.m. when Troopers attempted to conduct a traffic stop on a red 2009 Chevrolet Cobalt on Devils Den Road in the town of Champlain. The driver failed to comply, prompting a pursuit by State Police and the Clinton County Sheriff’s Department that lasted approximately 25 miles. During the chase, the suspect vehicle struck a Clinton County Sheriff’s vehicle, which caused it to become disabled on Lawrence Paquette Industrial Drive.

Despite multiple commands from Troopers to exit her vehicle, Wells, the driver, refused to comply. When Troopers approached her car, she did not unlock the doors. They continued to issue commands, but she did not respond. Instead, she attempted to flee by revving the engine of the vehicle and spinning her tires.  Eventually, a Trooper broke the window and again instructed her to exit, warning that K9 Perkins would be deployed if she did not comply. Wells still failed to listen, leading to the deployment of K9 Perkins, after which she was taken into custody.

Wells was subsequently transported to Champlain Valley Physicians Hospital for medical treatment before being released. After her medical evaluation, she was arrested and taken to SP Champlain for processing. She was released on appearance tickets and turned over to the Clinton County Sheriff’s Department for additional charges related to this incident.

The New York State Police are investigating a hit-and-run incident that occurred on April 2, 2025, at approximately 8:00 p.m. on the Exit 5 deceleration ramp of I-287 East in the Town of Greenburgh.

A pedestrian was struck by an unknown vehicle that fled the scene. The victim sustained a traumatic brain injury and remains in critical condition.

State Police are asking anyone who may have witnessed the incident or who has information about the vehicle involved to come forward. Those with information are urged to contact the Troop T Statewide Communications (TSOC) at (866) 833-2980.

The New York State Police appreciate the public’s assistance in this ongoing investigation.

State Police is Investigating a Fatal Collision in the Town of Woodbury

On April 2, 2025, at approximately 10:53 p.m., troopers from State Police Monroe responded to a single-car motor vehicle collision on Route 6 in the town of Woodbury, NY.

The preliminary investigation indicates that a 2017 Nissan, traveling eastbound on Route 6 at a high rate of speed, failed to navigate the curve at the Long Mountain traffic circle. The vehicle proceeded through the center of the traffic circle and struck a tree in the middle.

The vehicle was occupied by three individuals: the driver, Steffany C. Egger, age 43, of Stony Point, NY, and two passengers, Xavier Egger, age 19, and a 21-year-old male, both from Stony Point, NY. All three occupants were extricated from the vehicle. Steffany Egger and the 21-year-old male front-seat passenger were treated at the scene by EMS personnel and later transported to Westchester Medical Center with non-life-threatening injuries. Unfortunately, Xavier Egger, the back-seat passenger, succumbed to his injuries at the scene and was pronounced deceased.

The investigation into this incident is ongoing. Anyone who may have witnessed the collision is urged to contact the State Police Monroe Bureau of Criminal Investigation at 845-344-5300.
