State Police arrest Niverville man for Burglary
On March 27, 2025, State Police of Schodack arrested Matthew D. Sowycz, 32, of Niverville, NY, for two counts of Burglary in the third degree, two counts of Identity Theft in the first degree, and two counts of Computer Trespass.
On March 26, 2025, at about 11:00 a.m. Troopers received a complaint from an East Greenbush, NY, Business reporting a past Burglary. The investigation determined that Sowycz allegedly entered the business without permission or authorization utilizing identification belonging to another employee on two separate occasions. While inside the business, he also reportedly accessed the company’s computers without authorization.
Sowycz was arrested at his home and transported to SP Schodack for processing. He was issued an appearance ticket returnable to the East Greenbush Town Court on April 10, 2025, and released.
Troopers assist SPCA in removing animals from farm in New Berlin
On March 28, 2025, New York State Police assisted the Susquehanna SPCA with securely removing several animals at properties located on Clark Lane and Pig Farm Lane in the town of New Berlin. The agencies were on scene after information was developed that the owner of the properties was violating a court order by possessing animals.
Three cows, one sheep, three dogs and fifteen cats were removed and transported to the Susquehanna SPCA.
The agencies were assisted by the Chenango County Sheriff’s Department and Curtis Walker Jr. and his crew of cowboys who helped round up the stray cows and sheep.
Almost a year ago, over two dozen animals were located deceased and over 100 neglected animals were removed from the same property.

As a result of court proceedings, the owner of the property was not to own or possess any animals.





State Police investigating crash involving a motorcycle in Elbridge
On March 31, 2025, at approximately 5:59 a.m., State Police were called to 488 Route 5 in the town of Elbridge for a report of a motor vehicle accident.
When troopers arrived, a male, identified as Kaheed S. Oxendene, 26, of Elbridge, was observed laying in the roadway.
An investigation determined that Oxendene was traveling west on Route 5 on his motorcycle when he was hit by a vehicle driven by Edward F. Lawyer, 70, of Syracuse, who left the scene.
Oxendene was transported to Upstate Medical for evaluation.
Lawyer was issued uniform traffic tickets for leaving the scene of a personal injury accident and is due to return to the Town of Elbridge Court at a later date.
The investigation is ongoing.
Bloomingburg Man Arrested for Assault in Mamakating
Jones was arraigned at the Town of Mamakating Court and remanded to Sullivan County Jail with bail set, pending a future court hearing on April 3, 2025, at 9:00 a.m.
State Police Investigate Fatal Crash in Lysander


On March 31, 2025, at about 8:19 a.m., New York State Police responded to a reported motor vehicle crash on Oswego Road in the town of Lysander.
The preliminary investigation has determined the driver of a Chevrolet Express cargo van crossed over the centerline of the road and struck a Jeep SUV in the opposite lane head-on.
The driver of the cargo van, Michael J. Simons-Iocona, age 28, of Williamstown, NY, was transported to Upstate Medical Center, where he died from his injuries. The driver of the Jeep, Tammy L. Piscitelli, age 54, of Lysander, NY, suffered serious but non-life-threatening injuries and was transported to Upstate Medical Center for treatment. A 3-year-old passenger in the Jeep was also transported to Upstate Medical Center for evaluation.
The investigation into the crash is ongoing; no tickets have been issued.
Bronx woman arrested for prison contraband in Dutchess County
On March 29, 2025 troopers from SP Wappinger responded to the Fishkill Correctional Facility in the City of Beacon for a female subject who brought contraband into the facility.
Subsequent to an investigation, Christine H. Price, age 29, of Bronx, NY, allegedly introduced contraband, including approximately 22 grams of marijuana and 4 grams of tobacco into the facility. Price was arrested for Promoting Prison Contraband 2nd (A misdemeanor) and released on an appearance ticket returnable to the City of Beacon Court April 23, 2025, at 9:00 am.
State Police Investigate Collision Involving Pedestrian at Central Square Middle School
On March 31, 2025, at about 2:44 p.m., New York State Police responded to US Route 11 in front of the Central Square Middle School in the town of Hastings for a reported collision between a motor vehicle and a pedestrian.
The investigation determined that a 12-year-old female student was crossing US Route 11 from the school when she failed to observe a motor vehicle traveling southbound, and was struck.
The girl suffered serious injuries and was transported to Upstate Medical University Hospital where she is listed in critical condition.
The driver fully cooperated with investigators and is not expected to face any charges.

Law Enforcement Responding to Barricaded Subject on Waterloo-Geneva Road; Road Closures in Effect
The New York State Police, Seneca County Sheriff’s Office, and Ontario County Sheriff’s Office are actively working a scene involving a barricaded subject on Waterloo-Geneva Rd in the town of Waterloo. The subject is believed to be armed and dangerous.
State Routes 5 and 20 are closed between Reed Road and Packwood Road. We are asking the public to seek an alternate route.
*Update* The suspect has been taken into custody. All roadways have been opened.

Traffic stop in the town of LaGrange leads to drug arrest
On March 30, 2025, State Police arrested Angelica M. Vivo, 27, of Bronx, NY, for Criminal Possession of a Controlled Substance in the 5th degree (a D felony) and Criminal Possession of a Controlled Substance in the 7th degree (a Class A misdemeanor).
The arrest occurred after a Trooper from SP Poughkeepsie conducted a traffic stop on a 2024 Toyota on the Taconic State Parkway in the Town of LaGrange, upon observing the vehicle commit multiple violations of the Vehicle and Traffic Law.
Upon approaching the vehicle, the Trooper identified the driver as Angelica Vivo, 27, of Bronx, NY. Following an investigation, Vivo was found to be in possession of approximately 9.2 grams of cocaine. Vivo was arrested and transported to SP Poughkeepsie for processing and released on an appearance ticket returnable to Town of LaGrange Court on April 1, 2025, at 5: 00p.m.
State Police Arrest Kingston Man on Charges of Child Pornography
Thomas was released on an appearance ticket and is schedule to be back at the Ulster Town Court on April 16, 2025, at 1:30 p.m.
State Police Arrest Harriman man on Child Pornography Charges
On March 25, 2025, the State Police Troop F Bureau of Criminal Investigation (BCI) in Monroe arrested Philip Kinkel, 57, of Harriman, NY, on charges related to child sexual exploitation. Kinkel is charged with Possessing an Obscene Sexual Performance by a Child less than 17, a Class E Felony, for possessing and having access to images and videos consistent with child sexual exploitation.
The arrest follows a proactive investigation by the Troop F Computer Crimes Unit, in collaboration with Troop F BCI, which led to the execution of a search warrant at Kinkel’s residence in Harriman, NY, on March 25, 2025.
Kinkel was processed at State Police Monroe and released on an appearance ticket. He is scheduled to appear in the Village of Harriman Court on April 17, 2025, at 5:00 p.m.
Troop F Community Stabilization Unit Arrest Endicott Man on Drug Charges Following Traffic Stop

On March 31, 2025, at approximately 4:37 p.m., members of the Troop F Community Stabilization Unit (CSU) observed a 2015 Nissan traveling westbound on State Route 17 in the town of Rockland, violating multiple New York State Vehicle and Traffic Laws. Troopers initiated a stop of the vehicle and interviewed the driver, identified as Jamar S. Kea, age 33, and his 23-year-old female passenger, both of Endicott, NY.
During the investigation, Kea consented to a vehicle search, which led to the discovery of approximately 3 pounds of cannabis, over 400 grams of cocaine, and over 100 grams of fentanyl. Both Kea and his passenger were arrested and transported to State Police Liberty. Kea took full responsibility for the illegal substances, further stating that the 23-year-old female was unaware of the illegal substances being transported in the vehicle. The female passenger was subsequently released.
Kea was charged with the following:
- Criminal Possession of a Controlled Substance in the 1st Degree a Class A-1 Felony
- Criminal Possession of a Controlled Substance in the 3rd Degree a Class B Felony
- Two counts of Criminal Possession of a Controlled Substance in the 3rd Degree with Intent to Sell a Class B Felony
- Criminal Possession of Cannabis in the 3rd Degree a Class A Misdemeanor
- Multiple Uniform Traffic Tickets
Kea was arraigned at the Town of Rockland Court, where he was remanded to Sullivan County Jail without bail while awaiting a future court appearance.
