WESTMORELAND, N.Y. A Rome woman has been charged with felony and misdemeanor weapon charges, as detailed in the report that a billy club was found in her SUV during an inventory search following a September traffic-related complaint. This case highlights the incident involving the Rome Woman Charged with Felony After Billy Club Found.
According to Sheriff Robert Maciol, Kira A. Stolo, 37, was taken into custody October 13 after investigators followed up on the September 27 incident on Scadden Road.

What happened on Scadden Road?
Deputies responding to a Vehicle and Traffic Law complaint found Stolo in the driver’s seat of a Toyota SUV. The Sheriff’s Office said deputies determined she did not have a valid New York driver’s license and that her driving privileges had been revoked.
Because she was the vehicle’s sole occupant, deputies arranged for it to be towed and planned an inventory search. The Sheriff’s Office alleges Stolo interfered by closing and locking the vehicle’s doors while deputies tried to search it, and by pressing her weight against a door. Deputies arrested her at that time on a misdemeanor charge of second-degree obstructing governmental administration.
Deputies report finding a billy club
During the inventory search, deputies reported locating a billy club inside the SUV and collecting it as evidence. The Sheriff’s Office Criminal Investigation Unit took over the weapon investigation.
What charges were filed October 13?
Road patrol deputies located Stolo at a Westmoreland residence on October 13 and transported her to the Kurt B. Wyman Law Enforcement Building, the Sheriff’s Office said. Investigators charged her with:
- Third-degree criminal possession of a weapon, a class D felony.
- Fourth-degree criminal possession of a weapon, a class A misdemeanor.
She was then taken to the Oneida County Correctional Facility to await centralized arraignment (CAP) court. The release did not provide a subsequent court outcome or explain the precise statutory basis for the third-degree charge.
The charges are allegations. Stolo is presumed innocent unless and until proven guilty in court.
