NYC Schools Put Brakes on AI With Sweeping Student Moratorium

NYC schools AI moratorium rules will sharply limit how students use generative artificial intelligence during the 2026-27 school year, making New York City the latest major school system to draw a firmer line around rapidly expanding classroom technology.

Mayor Zohran Kwame Mamdani and Schools Chancellor Kamar H. Samuels announced Sept. 2 that student-facing generative AI will be prohibited for children in 2-K through eighth grade for one year. The policy affects nearly 600,000 students, or roughly two-thirds of the city’s public school enrollment.

The city is not banning artificial intelligence entirely. High school students will receive AI literacy instruction, and a limited number will participate in supervised pilot programs. Teachers may continue using approved AI tools for planning and operational work, as long as those products meet New York City Public Schools safety standards.

What the NYC Schools AI Moratorium Does

The new policy removes student-facing generative AI software from classrooms through eighth grade. That includes chatbots, AI tutors and other tools that generate responses directly for students. Companion chatbots will be prohibited across all grades.

The city says the moratorium will last through the 2026-27 school year while a new Technology in Schools Coalition studies the impact of AI and makes recommendations for future policy.

Mayor Mamdani said the city wants students to develop core skills through teachers, classmates and independent problem-solving before becoming heavily dependent on AI.

“Children need teachers and human connection in order to learn and grow,” Mamdani said in announcing the policy.

High School Students Will Still Learn About AI

The city’s approach changes significantly at the high school level. Rather than a blanket ban, New York City will introduce limited AI pilots for no more than 50,000 high school students in general education classes, about 5% of the public school student body.

All high school students will also have access to two 45-minute AI literacy modules each year. The lessons will cover how AI works, its limits, bias, ethical concerns, career implications and how students can evaluate AI-generated information.

The city says the goal is to teach students how to question AI rather than simply accept its answers.

Five AI pilot programs

The city identified five supervised pilot programs for high school classrooms:

  • Quill: English language arts support for reading, analysis and evidence-based writing.
  • Edia: Math coaching designed to help students explain their reasoning.
  • Brisk Teaching: Teacher-created guided practice based on selected texts or videos.
  • Playlab: Assignment-specific tools that allow students to examine AI outputs for bias and reasoning.
  • Intel AI-Ready Schools: Project-based work that asks students to identify community problems and develop AI-related solutions.

The city says these pilots will be tightly limited and supervised by trained educators.

New Screen-Time Limits Are Part of the Policy

The announcement also reaches beyond artificial intelligence. New York City is introducing age-based restrictions and recommendations for one-to-one student screen use.

Students in second grade and below will face tighter restrictions on individual screen time. The city recommends no more than 30 minutes per day for students in grades three through five and 45 minutes per day for students in grades six through eight.

The policy reflects a growing debate over whether classroom technology can sometimes crowd out reading, writing, discussion, play and direct interaction with teachers.

Teachers Can Still Use Approved AI Tools

The moratorium focuses on student-facing generative AI. Teachers will still be allowed to use approved artificial intelligence tools for instructional planning and other operational tasks.

There are also exceptions for assistive technology used by students with disabilities, multilingual learners and students in career-readiness programs such as computer science.

All education technology used by the school system will now face a broader review. The city says products may be removed if they are not considered essential to learning. Reviews will examine safety, data transparency, ethics, instructional value, prior research and feedback from users.

Why the City Changed Course

The new rules follow months of debate among parents, teachers, advocates and city officials over how much AI belongs in classrooms.

Earlier draft guidance drew strong criticism from some families and educators who argued that the city was moving too quickly. More than half of the City Council signed a letter calling for stronger limits, according to Chalkbeat. Education officials later delayed final guidance while gathering public feedback.

Chancellor Samuels acknowledged in May that the city’s earlier approach had “missed the mark” and promised stronger guardrails.

The final policy is therefore more restrictive than the city’s earlier framework, especially for younger students.

Supporters Say Human Learning Must Come First

Supporters of the moratorium argue that children should first learn how to read, write, reason and solve problems without becoming dependent on machines that can generate answers instantly.

Governor Kathy Hochul praised the policy, saying rapidly changing technology should support learning rather than interfere with it.

Public Advocate Jumaane Williams also backed the restrictions, while stressing that the policy should be treated as a starting point rather than the final word.

Critics Warn a Broad Ban Could Create New Problems

Not everyone agrees with the city’s approach.

Some education leaders argue that AI tools are already becoming part of everyday work and that students need responsible exposure to them. Critics also warn that broad restrictions could make it harder for teachers to use useful software or prepare students for workplaces where AI will be common.

Chalkbeat reported that some school leaders still have questions about how the rules will be enforced, which products will be disabled and how schools will manage technology purchases under the new standards.

Those concerns are important. A policy can sound clear on paper while still creating practical challenges inside more than 1,600 schools.

What Happens Next

During the 2026-27 school year, the Technology in Schools Coalition will bring together students, educators, parents, union representatives, advocates, elected officials and experts to study how the moratorium and pilot programs are working.

The coalition is expected to publish recommendations for future school years.

The policy therefore represents a pause, not necessarily a permanent ban. New York City is essentially giving itself a year to answer a difficult question: How can schools prepare children for an AI-driven future without letting technology replace the thinking, relationships and human instruction that education depends on?

Why This Matters Beyond New York City

New York City operates the nation’s largest public school system, so its approach is likely to be watched closely by districts across the country.

Artificial intelligence is moving into education faster than many school policies can keep up. The challenge is not simply whether schools should use AI. It is deciding when, how and at what age students should begin using it.

For now, New York City has chosen caution for younger children and controlled experimentation for older students.

The success of that strategy will depend on more than banning software. Schools will need clear enforcement rules, strong teacher training, transparent technology reviews and honest evaluation of whether students are actually learning more.

Parents and educators should watch the results closely. The larger goal should remain simple: technology should strengthen education, not replace the human work of teaching and learning.
