NYC Debt Demolisher Offers Fine Relief to Businesses and Homeowners

A new 90-day city program offers a path to clear eligible old fine judgments, but participants must also correct the underlying violations.

New York City launched its Debt Demolisher program on October 13, giving eligible small businesses and homeowners until January 10, 2027, to resolve certain outstanding city fine judgments at a discount. The city says accrued interest can be waived, while participants must bring the violations behind those judgments into compliance. This is relief for specific city enforcement debts, not a general credit-card or mortgage forgiveness program.

What is Debt Demolisher?

Mayor Zohran Mamdani and Department of Finance Commissioner Richard Lee announced the program for Environmental Control Board (ECB) judgments. These judgments arise from unpaid violations issued by city agencies, including Sanitation, Buildings and Transportation. The underlying issues can range from building-code violations to improper disposal of a mattress.

“City government shouldn’t saddle New Yorkers with endless fines and interest,” Mamdani said in announcing the initiative. The administration argues that reducing the cost of resolving old judgments can help owners comply with rules while allowing the city to recover money that might otherwise remain unpaid. Officials project $25 million in collections that might otherwise go uncollected. That is a projection, not revenue already received.

Who may qualify?

The program generally covers outstanding ECB judgments, but the city lists important exclusions. A judgment is not eligible if it was docketed after July 15, 2026; included in certain agreements with the Sheriff, a city marshal or city legal representatives; issued through certain citizen complaints served on a city agency; already referred for execution by the Sheriff or marshal; converted to a tax lien; or involved in a criminal investigation.

Eligibility depends on the specific judgment, not merely whether someone owns a home or business. Participants also must address the outstanding agency violations tied to their judgments. The program should not be understood as permission to leave unsafe conditions unresolved.

How to check your debt and apply

  1. Visit nyc.gov/debtdemolisher.
  2. Review the eligibility guidance and frequently asked questions.
  3. Check which outstanding judgments qualify and the reduced amount needed to resolve them.
  4. Determine what corrective action is needed to bring each associated violation into compliance.
  5. Resolve the eligible judgment during the October 13 through January 10 window.

Residents who need assistance can call 311, visit a Department of Finance Business Center, use the department’s eServices collections channel or contact its Collections Call Center. Business owners can also seek compliance assistance from the NYC Business Express Service Team.

Relief and accountability must work together

The city presents this program as both an affordability measure and an enforcement tool. Supporters say years of interest can make an old fine harder to pay and can interfere with a business’s next steps. But residents and workers also depend on sanitation, building and fire-safety rules. The requirement to correct underlying violations is therefore central, not a minor condition.

For readers outside the five boroughs, including Utica and the Mohawk Valley, this is a New York City program, not a statewide debt amnesty. Anyone with city-issued judgments should verify their own eligibility directly with the Department of Finance rather than assume all debts will be discounted.
