Neighborhood Center Announces Monarch Outpatient Program

Utica, NY — November 2025 — The Neighborhood Center is proud to announce the official
ribbon-cutting ceremony for its Monarch Outpatient Program, a new initiative dedicated to
providing compassionate, evidence-based care for individuals and families impacted by
addiction and behavioral health challenges.

The ribbon-cutting will take place on December 3, 2025 at 11:30am at 628 Mary Street,
Second Floor, Utica, NY 13501. Community members, partners, and local leaders are invited to attend and learn more about the vital services Monarch offers.

The Monarch Outpatient Program provides a comprehensive range of services, including
individual and group counseling, peer support from Certified Recovery Peer Advocates
(CRPAs), Medication Assisted Treatment (MAT) with licensed providers, family and significant other support, and care coordination services. “Monarch was created to walk alongside individuals on their journey to recovery,” said Gina Hobika, Clinical Director of the Monarch Outpatient Program. “Our goal is to provide a safe, respectful, and supportive environment where people can access the tools and care they need to thrive.”

The program is designed to be accessible and flexible, offering walk-in hours Monday–Friday, 8:30 AM–2:00 PM as well as scheduled appointments. Services are trauma-informed, culturally competent, and available regardless of ability to pay (subject to household income guidelines).
