HERKIMER, N.Y., September 8, 2026— Herkimer County Community College has appointed
James H. Manley Jr., Ph.D., to the position of Dean of Students.
Manley brings more than 30 years of higher education experience in student success, student
engagement, leadership development, residence life, campus community building and student
support. His career includes leadership positions at community colleges, public universities and
specialized higher education institutions.
Most recently, Manley served as senior associate dean for campus life and student development
at The Culinary Institute of America in Hyde Park, New York. Manley provided strategic and
operational leadership for a residential campus serving 1,800 students and oversaw residence
life, student engagement and student development functions.
During his tenure at The Culinary Institute of America, Manley led strategic planning efforts,
supervised professional and student staff, collaborated with academic and institutional partners
on student engagement and success initiatives, and designed and expanded leadership
development programs engaging more than 400 students annually. His responsibilities also
included student crisis response, student support systems, orientation and transition initiatives.
Prior to joining The Culinary Institute of America, Manley held positions at South Dakota State
University, Onondaga Community College, SUNY Cortland, Longwood University and Stony
Brook University.
Manley earned a Ph.D. in leadership in higher education and a post-master’s certificate in
enrollment management from Capella University. He also holds a Master of Science in
Education in educational psychology and a Bachelor of Science in elementary education from
The College of Saint Rose.
