Griffo, Senate Republicans announce 2026 legislative agenda

New York State Sen. Joseph Griffo and members of the Senate Republican Conference today unveiled “Save New York,” a legislative agenda of policy goals for 2026 aimed at combatting one-party control in New York State.
Under the leadership of the governor and legislative majorities, New York has become unaffordable, less safe, and more burdensome. Many New Yorkers are facing significant challenges and struggling to get ahead.
The “Save New York” agenda is a comprehensive, common-sense plan that focuses on affordability, improving public safety, and building a stronger New York for today and future generations. It includes proposals that would:
  • Provide Affordability and Economic Opportunity
    • Cut personal income tax.
    • Impose a three-year property tax freeze.
    • Eliminate state income taxes on tips and OT.
    • Impose a one-year tax and surcharge holiday on utility bills.
    • Repeal Green Energy mandates such as the All Electric Building Act, EV and all-electric bus mandates, Congestion Pricing Program, Cap and Invest Program that drive up energy costs.
    • Lower housing costs by shortening the permitting process and decreasing the regulatory burden on developers.
    • Provide a tax credit for first time homebuyers.
    • Make childcare more affordable by providing flexible savings accounts and incentivizing employers to provide childcare for their employees.
    • Cut taxes on businesses.
    • Reduce burdensome regulations.
  • Restore and Enhance Public Safety
    • Repeal disastrous legislation that has put criminals ahead of New Yorkers such as Bail and Discovery “Reforms,” “Less is More” legislation, the Clean Slate Act and the HALT Act.
    • Prohibit the Parole Board from releasing violent criminals and cop killers early.
    • Pass the PROTECT Act.
    • Fully fund our police and create grant programs to enable law enforcement agencies to recruit qualified and skilled police officers.
    • Increase hate crime penalties to address rise in antisemitism.
  • Hold Government Accountable
    • Enact statewide voter ID.
    • Impose term limits for offices of Governor, Comptroller, Attorney General and members of the Legislature.
    • Place checks on the budget including on spending and enforcing the budget deadline.
“One-party control of state government has resulted in problematic and flawed policies that have further burdened New Yorkers who are already struggling,” Sen. Griffo said. “As a result, we have seen far too many residents flee the state in search of better opportunities elsewhere. New Yorkers need real change, real action, and real relief. Our ‘Save New York’ legislative agenda will provide for this by advancing policies that will make the state more affordable, safer and accountable to those it represents while also improving the quality of life for the state’s hardworking citizens and their families.”

• Personal income tax cut for all New Yorkers.
• Three-year freeze on property taxes (Weber S.8489) and cap property taxes on homeowners
over the age of 70.
• No state income tax on tips (Martins S.587) and overtime (Martins S.3914).
• One year Utility Bill Tax and Surcharge Holiday to provide relief to utility customers
(Rolison S.8463).
• Oppose the Democrat’s Green New Deal that imposes mandates on New Yorkers and drives
up energy costs.
■ Repeal All Electric Building mandate (Mattera S.1167).
■ Repeal EV Mandate (Ortt S.3652).
■ Repeal all electric bus mandates (Borrello S.4748).
■ Repeal Cap and Invest program (Walczyk S.8607).
• Embrace an “All of the Above” energy policy that will ensure affordable and reliable energy.
• Make childcare, elderly care and healthcare more affordable.
• Cut housing costs, revitalize our housing stock, and increase housing supply by repealing the
All-Electric Buildings mandate (Mattera S.1167), reforming the State Environmental Quality
Review Act by shortening review timelines and amending the State’s Building and Energy
codes by lowering mandates to reduce construction costs (Mattera S.8621).
• Repeal congestion pricing and audit the MTA to cut out waste and fraud (Lanza S.8149
and Martins S.533).
• Ensure affordable access to broadband for all New Yorkers.
