Fred Harris: 19-Year-Old With Special Needs Beaten And Stabbed To

19-year-old Fred Harris died Sunday from injuries he sustained while in jail, had special needs and weighed half as much as his alleged attacker, according to court records.

Harris was booked for aggravated assault charges on October 11th. He was in jail with 25-year-old Michael Ownby, who was known to be extremely violent and some manufactured a knife in jail.

Michael Ownby allegedly bashed Harris’ head on the concrete floor, kicked him and stabbed him.

Dallas Garcia, Fred Harris’ mother, spoke about her son death and how the Harris County Jail is constructed.

A month before this tragic incident, a lawsuit was filed against the county by some Harris County Jail employees, alleging unsafe working conditions due to the jail being understaffed, according to Randall Kallinen, the family’s attorney.
