Donald Trump and the Republican Party have long touted their commitment to small government and states’ rights. Yet, time and again, their actions have contradicted these principles, revealing a pattern of political opportunism. A glaring example of this hypocrisy is Trump’s recent intervention in New York City’s congestion pricing program, a state-approved initiative designed to reduce traffic and fund public transit improvements.

NYC Congestion Pricing: A Case of Federal Overreach

New York City’s congestion pricing program, the first of its kind in the United States, was set to charge vehicles entering Manhattan’s busiest areas to reduce traffic and generate revenue for the Metropolitan Transportation Authority (MTA). The program, approved by New York State in 2019, was expected to raise $15 billion for critical transit upgrades.

However, Trump’s administration abruptly rescinded federal approval for the program in early 2025, effectively halting its implementation. U.S. Transportation Secretary Sean Duffy claimed the toll was “unfair to working-class Americans,” but critics argue the move was politically motivated. Trump himself celebrated the decision on Truth Social, writing, “CONGESTION PRICING IS DEAD. Manhattan is SAVED!”

Governor Kathy Hochul, a staunch supporter of the program, condemned the decision, stating, “This is a blatant example of federal overreach. New York has the right to implement policies that benefit our residents and address our unique challenges. We will fight this in court.”

Trump’s Pattern of Undermining States’ Rights

Trump’s interference in NYC’s congestion pricing is not an isolated incident. Throughout his presidency and beyond, he has repeatedly overridden state and local decisions when they conflicted with his political agenda.

  1. Immigration and Sanctuary Cities: Trump’s administration threatened to withhold federal funding from sanctuary cities that refused to cooperate with federal immigration enforcement. This move directly contradicted the Republican principle of local autonomy.
  2. Protests and Federal Policing: During the 2020 Black Lives Matter protests, Trump deployed federal agents to cities like Portland, Oregon, against the wishes of local officials. This heavy-handed approach was widely criticized as an abuse of federal power.
  3. COVID-19 Response: Trump’s handling of the COVID-19 pandemic showcased his inconsistency on states’ rights. While initially deferring to governors, he later claimed “total authority” over reopening the economy, sparking bipartisan backlash.
  4. Abortion Policy: Trump’s shifting stance on abortion further highlights his selective federalism. While initially suggesting that abortion laws should be left to the states, he later supported a national abortion ban, contradicting his earlier position.

Eric Adams and the Political Fallout

New York City Mayor Eric Adams has taken a cautious stance on the congestion pricing controversy. While he initially supported the program, Adams has since expressed concerns about its economic impact. His reluctance to challenge Trump’s decision has drawn criticism from transit advocates and environmentalists.

Danny Pearlstein, policy director at the Riders Alliance, urged Adams to take a stronger stand, stating, “Congestion pricing is essential for reducing traffic and funding the transit system millions of New Yorkers rely on. The mayor needs to fight for this program.”

The Broader Implications

Trump’s intervention in NYC’s congestion pricing program is emblematic of a broader trend within the Republican Party: the abandonment of states’ rights when it suits their political goals. While Republicans often invoke the rhetoric of small government to oppose federal regulations or Democratic policies, they are quick to embrace federal overreach when it aligns with their agenda.

This hypocrisy not only undermines their credibility but also exposes the fragility of their ideological commitments. For Democrats and progressives, it serves as a reminder of the importance of holding leaders accountable and advocating for policies that prioritize the needs of local communities over political expediency.
