Albany, NY –Assemblywoman Marianne Buttenschon (D-119) is proud to announce the Assembly’s passage of Assembly Bill A6138, which she co-sponsored to modernize New York’s election system by allowing split shifts for election inspectors and poll clerks. This legislation reflects a practical step forward in supporting those who serve on the front lines of our democracy.
“Poll workers are essential to the strength and fairness of our elections,” said Assemblywoman Buttenschon. “By offering the flexibility of split shifts, we are making it easier for everyday New Yorkers: parents, students, retirees, and working professionals, to serve as inspectors without committing to a full 16-hour day. It’s a win for participation, accessibility, and the integrity of our voting process.”
Under the newly passed legislation, county Boards of Elections will be authorized to employ election inspectors and poll clerks in split shifts with adjusted compensation. Importantly, the bill maintains bipartisan coverage at polling sites by requiring that at least one inspector and one clerk from each major political party be present for the entire duration polls are open.
The bill, originally sponsored by Assemblymember Deborah Glick, was supported by a coalition of lawmakers including Assemblywoman Buttenschon, Al Taylor, Tony Simone, and Jonathan Jacobson. The legislation passed the Assembly unanimously yesterday and was substituted by Senate Bill S1842, which now returns to the Senate.
This reform builds on years of bipartisan calls to improve staffing flexibility, reduce worker burnout, and attract more civic-minded individuals to serve on Election Day. With elections becoming increasingly complex and demanding, A6138 provides county boards with the tools needed to run smooth, efficient, and well-staffed elections across New York State.
