Rochester’s Inner Loop Transformation Gets $100 Million Boost

In a landmark announcement, U.S. Senators Chuck Schumer, Kirsten Gillibrand, and Congressman Joe Morelle secured $100 million in federal funding to transform Rochester’s Inner Loop North. The project will reconnect neighborhoods divided by the Inner Loop’s construction decades ago, paving the way for downtown revitalization, job creation, and equitable redevelopment.

The funding, part of the Reconnecting Communities Program in the Bipartisan Infrastructure Law, is the largest federal award of its kind this year and will greenlight construction to reshape Rochester’s urban landscape.

Reconnecting Rochester’s Communities

The Inner Loop, constructed in the 1950s and 1960s, displaced hundreds of families—primarily in disadvantaged and immigrant neighborhoods—and created barriers to economic and social connectivity.

The Inner Loop North Transformation Project aims to:

  • Replace the 1.5-mile expressway with a walkable, bike-friendly street grid.
  • Reclaim 22 acres for green spaces and redevelopment opportunities.
  • Enhance pedestrian and bicycle access to reconnect neighborhoods.
  • Support local economic growth and create good-paying construction jobs.

This project mirrors the successful redevelopment of the Inner Loop East, which removed a sunken freeway section, spurring $400 million in private investment, including the Neighborhood of Play and Strong National Museum of Play expansions.

Senator Schumer, a driving force behind the grant, emphasized the project’s transformative impact:

The Inner Loop North Transformation Project will deliver:
